Kharge said the venues and dates of the rallies will be finalised soon. Opposition parties are now in a synchronous manner to respond to the political debate about electoral rolls and the Special Intensive Revision (SIR).

A major rally is proposed in Delhi on November 1, Kharge said.

Delhi Rally Planned for November 1.

Kharge said that the Delhi programme would be a substantial gathering of opposition parties. The proposed rally is to address the INDIA alliance’s concerns over electoral processes and allegations of “vote chori” by opposition leaders.

The phrase has been repeated several times by Congress leader Rahul Gandhi in his criticisms of alleged irregularities in electoral rolls and the functioning of election authorities.

Kharge also mentioned Rahul Gandhi and West Bengal Chief Minister Mamata Banerjee in the discussion.

INDIA Bloc Meeting Focuses on Electoral Issues

The INDIA alliance meeting comes a day after the Congress Working Committee passed a resolution demanding action over the SIR process.

According to reports, the Congress CWC called for suspension of SIR in several states, restoration of voter names that it says were removed and an investigation into alleged irregularities. The party also demanded the resignation of Chief Election Commissioner Gyanesh Kumar, Prime Minister Narendra Modi and Home Minister Amit Shah. These are Congress’ political demands and allegations, not established findings by a court or election authority.

The issues are now being taken to the wider INDIA alliance where opposition parties are discussing a coordinated response.

Opposition parties are willing to work together.

Congress general secretary K.C. Venugopal had said ahead of the INDIA alliance meeting that the party wanted a broader agitation involving opposition parties and that alliance members would give suggestions before an action plan was finalised.

The meeting thus serves as an attempt to coordinate the opposition's political response on electoral-roll-related concerns.

What does ‘Vote Chori’ mean?

"Vote chori" (literally, “vote theft”) is a political term which Rahul Gandhi and other opposition leaders use to allege manipulation or irregularities affecting voters and electoral rolls.

The Congress has associated the phrase with its objections to the SIR process. The Election Commission and government have disputed or rejected opposition claims concerning electoral processes and therefore such claims should be attributed rather than presented as facts.

What happened?

The INDIA alliance meeting and Kharge's comments took place in New Delhi on Wednesday, September 30, 2026. The meeting followed the Congress Working Committee's discussions on September 29.

Kharge's reported announcement concerns rallies planned for October-November 2026, with a major Delhi rally proposed for November 1.
