Assam government has passed Assam State Higher Education Council Act, 2026, to establish a new system of planning, governance and academic excellence across higher education institutions in the state. A fully public statement has been released by Assam Education Minister Ranoj Pegu and it is a big deal for the region.
At the heart of the new legislation is the establishment of the Assam State Higher Education Council as the highest administrative and regulatory body for higher education in the state. This new committee will work with universities and the colleges that will be affiliated to it to enhance academic standards and smooth policy execution, and to improve overall institutional productivity. A cornerstone of this modern legislative framework is the implementation of the State Higher Education Plan, which will help shape the long-term growth of universities in the state by allowing policymakers to make informed, data-driven decisions that are in line with the changing needs of the state’s schools and education system.
Driving Reforms and Collaborative Governance. The newly passed Act places a huge emphasis on the promotion of teaching and learning in all the colleges and universities. It is in the service of structural reforms in curricula design and examination criteria, supports a culture of scientific research and technological innovation, supports institutional accreditation and is in favor of deeper adoption of digital technology in every aspect of education.
Moreover, the legislation establishes a collaborative governance model that has government ministries, university vice-chancellors, great academics and influential regulators involved in its development. This inclusive model ensures that diverse voices are involved to shape progressive higher education policies for Assam. The law is also an intelligent balance between the autonomy of the institution and the administrative accountability that ensures that universities are independent in execution and the governance should remain transparent and academic.
Data-driven planning and alignment with national goals. Beyond governance and curriculum enhancement, Assam State Higher Education Council will also collect and analyze the data of higher education, monitor the progress of the institutions and support national-level projects such as the All India Survey on Higher Education. The council will achieve this in reducing the cost and improving the infrastructure of state-run institutions by streamlining the data collection. Education Minister Ranoj Pegu said the whole legislative approach is designed to make a strong contribution to the National Education Policy 2020 and for the establishment of a dynamic state-level council to foster excellence and sustainable change all over the country.
