Karnataka Settles 19 Lakh Traffic Challans, Collects ₹55 Crore Through 50% Fine Waiver Scheme

Karnataka government’s special 50 per cent rebate scheme on pending traffic violation fines has been successful, under which more than 19 lakh traffic challan cases have been resolved across the state. The initiative, initiated through the Karnataka State Legal Services Authority (KSLSA), brought in around ₹55 crore for the state government and helped relieve motorists of long-standing traffic penalties.

These settlements were completed during the Mega Lok Adalat conducted statewide on 11 July. According to official figures, 19,13,659 traffic challan cases were resolved under the special concession scheme, making it one of the most successful traffic fine settlement drives in Karnataka. The state government had announced a 50 per cent reduction in pending traffic fines to encourage citizens to clear their dues and reduce the backlog of unresolved traffic violation cases.

The response from the public was much bigger than expected. Thousands of vehicle owners were able to settle their pending challans at lower rates during the 20-day concession period, which ran from June 21 to July 10. Legal experts and government officials described the initiative as a win-win for the public and the government. The public got relief from higher fines, and the government’s economy was financially saved by recovering revenue that might otherwise have gone unpaid, in part.

The Mega Lok Adalat itself saw impressive numbers in Karnataka. In total, 78.79 lakh cases were disposed of in this event, showing the scope and effectiveness of the alternative dispute resolution mechanism. Of these, 2.54 lakh cases were pending and 76.25 lakh pre-litigation cases, covering various legal disputes and settlement issues.

The settlements saw the resolution of disputes of around ₹3,017 crore, which reflects the significant contribution of Lok Adalats to reducing court backlog and faster justice delivery, he said. The event went beyond traffic and government departments, accident compensation claims and social welfare issues.

The outcomes of the Mega Lok Adalat were shared with the media by Karnataka High Court senior judge and KSLSA Executive Chairman Justice Anu Sivaraman regarding the success of the initiative. He said that Lok Adalat brought 1,212 cases from the Transport Department that were resolved in a short time, which helped the department to recover approximately ₹61.99 lakh.

The Lok Adalat also provided relief for senior citizens in the state. There were 1,948 cases where elderly citizens were provided legal assistance and support that is needed in the case of people who have a lot of time to cope with long-running legal procedures. The legal services authority has said it is one of the primary priorities of the department to deliver timely justice for senior citizens.

One of the most successful settlements came from the Dharwad district, where a compensation case for a motor vehicle accident was resolved. The victim received compensation of ₹2.45 crore, and Lok Adalat proceedings made it possible for a fair settlement to be made and justice to be provided for the affected people and families.

Lawyers say the success of the traffic fine rebate scheme and the Mega Lok Adalat shows that people are slowly accepting alternative dispute resolution mechanisms as part of the common good. In terms of the incentive to participate and comply with laws through fewer penalties and more streamlined settlement processes, authorities have been able to enhance participation and compliance.

The initiative has also indicated collaboration among the judiciary, legal services authorities and government departments to tackle large-scale public grievances. With over 19 lakh traffic challan cases settled and ₹55 crore added to the state treasury, Karnataka's traffic fine rebate programme is a textbook example of good governance and public participation.
