Haryana government is providing incentives for people and businesses to switch to electric vehicles and relief on vehicle-related charges.
The state’s Electric Vehicle Policy provides incentives for different types of electric vehicles and would like to boost the adoption of EVs in Haryana.
One of the benefits of the policy is the exemption of registered electric vehicles from state toll tax. The policy also provides for priority registration of electric vehicles with a minimum token fee of ₹100.
However, the term "free EV registration" is less clear on what kind of benefits of registration can come from it, as the category of vehicle that has been registered and the government rules are relevant to the car type and therefore should be taken into account.
Who can get EV Registration Benefits in Haryana?
Haryana's EV policy covers different types of electric vehicles including two-wheelers, three-wheelers, cars and other electric vehicles.
The policy defines light electric vehicles as vehicles with battery packs below 120V and includes some two-wheelers, three-wheelers, and car models in this category.
The policy also offers several incentives depending on the type of electric vehicle purchased.
For example, during the additional 6-month incentive period mentioned in the policy, buyers of electric rickshaws and carts could get a coupon of ₹25,000. Buyers of electric-based light motor vehicles could receive a ₹50,000 coupon.
Electric car buyers were also eligible for incentives in that period, with the amount depending on the vehicle's price.
Cars priced below ₹10 lakh could receive a coupon of ₹75,000, and electric cars priced above ₹10 lakh could get a coupon of ₹1 lakh under the given incentive.
These incentives were part of the policy's initial additional incentive period, so buyers should check the current status and applicability with the Haryana Transport Department before purchasing a vehicle.
What are the new EV rules and benefits?
In addition to registration benefits, Haryana also has an EV policy.
One major provision is that registered electric vehicles are exempt from state toll tax. This can reduce the cost of using Haryana's roads for EV owners.
We also have priority registration for electric vehicles in the policy.
For EV manufacturers and related industries, the state has introduced additional incentives aimed at encouraging investment in electric mobility.
The policy will also benefit the electricity, manufacturing, and infrastructure sectors of the eligible industries for EVs. For example, new electric vehicle manufacturing and battery units for the first 10 years can be exempted from the electricity duty for the first 10 years based on the policy conditions.
Haryana has also set long-term targets for increased electric vehicles in public and commercial transport.
The policy also involves moving government vehicles to electric mobility and phasing out fossil-fuel-based commercial fleet and logistics vehicles in phases.
The government is also encouraging the development of charging infrastructure, which is very helpful as constrained charging availability is still one of the key concerns for people who are considering an EV.
The fundamental benefit of all these measures is that for a buyer, the overall cost of owning and operating an electric vehicle can be lower than that of a conventional petrol or diesel vehicle.
However, buyers should not assume that every EV automatically qualifies for every incentive.
Eligibility may be dependent on the vehicle type, purchase date, registration status, location and the incentive being sought.
The policy contains separate provisions for commercial electric vehicles and EV-related businesses.
