The issues occurred where collection works were being conducted and conflict about territory and timing apparently occurred between the two groups which were competing in the same area. This rapidly escalated into a verbal argument which even sparked a brief physical exchange between the parties. The vendors and passersby in the streets and a nearby traffic block when the event struck the roadside and momentarily stopped circulation of vehicles said they were confused.

Eyewitnesses said the argument escalated rapidly, following overlap of activities in the neighborhood and that the parties ultimately clashed with one another. Traffic at the other stretch in the neighborhood turned choppy and slowed, as tensions mounted, forcing traveler groups to retreat from stops, until the issue became settled. After local reports that happened, the police returned right at the scene. Officers came in and the groups were separated, so those did not escalate.

That rapid response reestablished the public's collective head of government order, quickly settling traffic on streets filled with people. The police are well aware that an investigation is under way, and are now in discussions to make sure that nothing of this kind ever happens again. Police officials who work in police force said that public order was crucial and helped in maintaining peace and dealing with conflicts.

There is no way to negotiate disputes, they stressed, as long as this occurs with discussion and not by fighting or public confrontation. And the case was a lesson that public space and activities such as gathering in streets or seeking to connect require better co-ordination.

Local leaders likely need to study local policies and procedures so they don’t overlap, provoking confrontation or mass protest. The incident was soon over as chaos abated, but the experience had for a brief period splayed its way into the fabric of daily life, hammering once again to leaders and also to individuals of some stature the urgency of order and a mild settlement.
