As the high-stakes Bagalkote By-Election, voting to be held today, continues, serious accusations of electoral malpractice have dogged the democratic process. On social media, a video has been circulated showing a local member of Congress, Jaffar, handing out money to voters. It led to a mass political outcry and instant intervention of the election officials themselves.
The Alleged Incident
The controversy began to heat up in the early hours of polling when a video went viral, apparently showing Jaffar handing out money to people near the polls. Initial reports and eyewitnesses indicated that the events took place just outside the 200-meter prohibited area of the polling booth, which security guards at checkpoints had sought to bypass. When the film circulated on WhatsApp and Twitter, local people and rivals alerted authorities, and the Flying Squad of the Election Commission soon acted.

Legal Action Initiated
The Flying Squad, working to enforce the Model Code of Conduct, had attended the scene and conducted an initial investigation. Officials later added that they had noted the video and witnesses’ statements.
- FIR Filing: A formal complaint is being filed by the police with the Navanagar Police Station.
- Police Statement: "Flying Squad has reported to our office. We are still preparing the final FIR filing with regards to the relevant sections of the Representation of the People Act and the Indian Penal Code," said a senior police official.
Political Conflicts at a Critical Stage
The Bagalkote by-election has been a prestige war between the ruling Congress and the opposition BJP. State BJP leaders, B.Y. Vijayendra, lashed out at the Congress government. “Congress clearly know that it has lost the public trust. It is using pilfered funds to buy votes," Vijayendra told reporters at an election campaign event earlier in the day. Conversely, local Congress officials have derided the video as a “doctored conspiracy” by the opposition, as a way to smear the party’s image on the day of the voting.
Background: A Contested, Hot Seat
Veteran leader H.Y. Meti. His son Umesh Meti has been fielded by the Congress, and the BJP has relied on veteran Veeranna Charantimath. Now that the election was seen as a referendum on the state government's performance, pressure on the district administration to guarantee free and fair votes has grown by orders of magnitude.
And if Jaffar gets to prove any of his claims, he can face some severe retribution, party and/or even voter-threatening potential disqualification or the countermanding of polls at a chosen booth. The Navanagar Police are currently waiting for the complaint to be formalised and then handled in such a way that a complete official criminal investigation can begin.
