Strict action will be taken against those who develop illegal layouts without following the law, Revenue Minister Krishna Byre Gowda warned in the Legislative Council.
During the Question Hour, while responding to a query raised by MLA H. Gopinath, Minister Priyank Kharge clarified that the government has already stopped the registration of plots in illegal layouts.
The minister said many developers construct layouts without following legal procedures. As a result, people who buy plots in such layouts often become victims. To protect buyers and regulate the system, the government has halted registrations in unauthorized layouts.
He added that registrations for remaining plots will be allowed only if developers comply with legal regulations. If proper approval for layout plans is obtained, the government may consider allowing registration.
Government’s Stand on Unauthorized Layouts
Speaking on the issue, Priyank Kharge said unauthorized layouts do not generate tax revenue for the government. “If layouts are built by violating rules, how can they later be regularized?” he questioned, adding that stricter rules may also be introduced for issuing B-Khata.
He further explained that amendments to the Gram Swaraj and Panchayat Raj Act have introduced new provisions such as Sections 190B and 199C to regulate such cases.
Authorities can take action against plots in revenue lands where layout plans were developed without approval. According to a notification issued on October 15, 2025, vacant plots that were not earlier under the tax net cannot be brought under taxation simply because they are treated as plots in revenue land layouts. However, land parcels already converted for non-agricultural use will be exempt from this rule.
Development in Kalyana Karnataka Region
Meanwhile, providing an update on development in the Kalyana Karnataka region, Priyank Kharge said 21 IT companies have started operations in the last three years.
An incubation centre has been established in Ballari, while an agriculture innovation foundation and a modern agricultural equipment development centre have been set up in Kalaburagi.
The state budget has also announced the establishment of an IIIT in Raichur, and laboratories are being developed under the LEAP initiative.
Kharge added that 72 startups have been registered in the Kalyana Karnataka region over the last three years, and ₹4.90 crore has been distributed to 20 startups as financial support. He said the region has strong talent and human resources, and the government is encouraging skill development to help young innovators succeed.
