India and Bhutan have taken another step towards strengthening their long-standing bilateral partnership by reviewing their development partnership and signing a ₹4,000-crore Line of Credit (LoC) agreement.
This new financial commitment goes a long way towards furthering India’s support for Bhutan’s socio-economic development and development in infrastructure, connectivity, education, health, and sustainable development.
The agreement was signed at a high-level dialogue between officials in both countries to monitor the progress of development projects and work on new areas of collaboration.
The ₹4,000-crore Line of Credit will finance numerous large-scale projects in Bhutan in the form of road infrastructure, urban development, renewable energy, digital connectivity such as telemedicine and education.
India has been Bhutan's closest development partner for decades through financial assistance, technical expertise, and capacity-building programs. From hydropower cooperation to education exchanges and healthcare support, the relationship has become one of South Asia's strongest diplomatic partnerships.
Both sides expressed satisfaction with the success of ongoing projects and recognized that work has to be completed in time and resources with good efficiency in the process.
The partnership of government and industry to the development of digital technology, green energy, climate resilience, and sustainable tourism was discussed at the review meeting, said officials.
The recently signed Line of Credit reflects India’s commitment to support Bhutan’s development objectives. The development of public infrastructure will be enhanced and employment opportunities will be created for Bhutanese citizens.
Hydropower cooperation is still an integral part of the India-Bhutan relationship. India has also been the financial and purchasing power provider of hydropower projects of Bhutan, which provides stable revenue to Bhutan and also contributes to India’s clean energy needs.

Both countries have said they will continue to strengthen renewable energy cooperation in the coming years.
Apart from infrastructure and energy, India and Bhutan discussed how to enhance people-to-people ties through education scholarships, cultural exchange, healthcare cooperation, and skill development programs, among others. Such initiatives are to deepen common understanding and to strengthen the historical bond between the two nations.
The meeting also highlighted cooperation in regional connectivity and trade. Better transport infrastructure and digital connectivity will help to facilitate cross-border movement of goods and people and will help businesses and the economy to grow.
The India-Bhutan partnership is built on trust, mutual respect, and strategic interest. The new ₹4,000-crore Line of Credit shows India’s continued commitment to Bhutan’s sustainable development and the close diplomatic links that have flourished for decades.
As the two sides progress to new development projects, the cooperation in the agreement will help accelerate infrastructure development and economic resilience and will also enhance regional cooperation in South Asia.
