The suspension was taken against Raiz Ahmed, a teacher at Government High School Harroge in Zone Gool. The suspension followed an inquiry committee that was established after the student filed a complaint against the teacher at the school.

The case is currently under the departmental inquiry process, and authorities have not disclosed any details of the alleged harassment, and the allegations have not been proven to be true.

The suspension order was issued by the Chief Education Officer (CEO), Ramban, following the inquiry committee's report submitted on 14 September.

An inquiry committee was formed after the student’s complaint.

According to officials, the inquiry was initiated after a girl student reported harassment by the teacher at Government High School Harroge.

An inquiry committee was formed on 14 September to investigate the allegations and report back to education authorities. The Chief Education Officer immediately suspended Ahmed based on the committee's report.

The action has been taken under Rule 31 of the Jammu and Kashmir Civil Services (Classification, Control & Appeal) Rules, 1956, according to the official order.

At this stage, suspension is just an administrative procedure while the allegations are investigated. It does not in and of itself prove the alleged misconduct happened. Where and how the inquiry is concluded and whether any other action is taken by the authorities will be determined.

The education department's decision to start an inquiry corresponds to the standard requirement to investigate complaints made by students through an official process, particularly when the allegations concern the conduct of a teacher.

Teacher Attached To Another Government School During Suspension

Raiz Ahmed will remain at Government Primary School Bhatta in Zone Khari during the suspension period according to the suspension order.

The attachment means that Ahmed is suspended, but his administrative headquarters will be the government school instead of his previous position at Government High School Harroge.

The order has also been communicated to senior officials of the education administration for appropriate action and compliance. Copies were sent to authorities such as the Director of School Education Jammu and the District Development Commissioner of Ramban and others, it was reported.

Further administrative action will be considered based on the findings of the inquiry, officials said.

At present, there is no publicly reported finding that conclusively establishes the allegations against the teacher. The inquiry process is very important in deciding what action, if any, will follow the suspension.

Student safety is still of the utmost importance.

Complaints of harassment of students can cause alarm because of safety and educational institutions’ responsibilities. Schools should provide a safe space for students to report concerns and complaints to be evaluated without interference.

In this case, Ramban education authorities formed an inquiry committee after receiving the student's complaint. The suspension was then imposed when the committee delivered its report.

The next step for the authorities will depend on the findings of the inquiry and any further information that is revealed in the administrative proceedings.

The incident also highlights the importance of having clear mechanisms through which students can report inappropriate behaviour and seek assistance. Teachers and school staff have a responsibility to be professional with students.

The Ramban case is still under examination. The suspension of Raiz Ahmed is an interim administrative action, and the allegations against him will be addressed once all the examination is complete and any other actions are taken as per the rules.
