The state government is also going to increase the annual income limit for getting a Below Poverty Line (BPL) ration card from ₹1.20 lakh to ₹3 lakh, which would be a huge relief for lakhs of families in Karnataka. The proposal is based on the Administrative Reforms Commission recommendation, as it would allow for more genuinely needy families to get welfare benefits from BPL ration cards as well.
The decision comes at a time when the government is conducting a full verification of ration cards in line with the eligibility norms of the Central Government. The verification exercise has raised fears among many cardholders of losing their BPL status. But the State Government has said that no beneficiary should be scared, because the verification is for the good of the public distribution system and not to curb benefits.
Karnataka's Food and Civil Supplies Department believes that the proposed increase in the income ceiling is in line with the economic situation in Karnataka. In the past decade, inflation, higher living costs and changing income patterns have made the income limit of ₹1.20 lakh outdated for many low and middle-class families. By increasing the income limit to ₹3 lakh, the government will consider families who still have money to live on despite earning above the current limit.
The move is expected to bring in a lot of families that were previously excluded from BPL eligibility due to marginally higher incomes. If implemented, households with an annual income of up to ₹3 lakh with other eligibility criteria could apply for BPL ration cards and access subsidies for food grains and various welfare schemes associated with the BPL category.
The Food Minister also stressed that no ration card will be cancelled outright during verification. So if a household is found ineligible under the current criteria, its BPL card will simply be shifted to the APL category instead of being revoked. This assurance is expected to ease concerns among existing cardholders who feared losing access to the Public Distribution System entirely.
Importantly, the minister said that beneficiaries whose cards are shifted to the APL category due to the existing income criteria need not lose hope. Once the revised annual income limit of ₹3 lakh officially comes into force, those who satisfy the new eligibility conditions will be able to apply again and obtain a BPL ration card.
The government believes that this new income ceiling will make the welfare system more inclusive and equitable. And deserving families who were left out of the system due to outdated income rules can benefit from subsidised food grains, healthcare and education assistance, and other government welfare programs that are linked to BPL status.
The proposal is currently being processed based on the recommendations of the Administrative Reforms Commission, said officials. Once the new guidelines have received approval, they will be formally notified, and families will apply for the new income categories.
The public is advised to continue to rely on official announcements from the Karnataka Food and Civil Supplies Department regarding the date and application process on the date of implementation and application policy and application procedures.
