JDS state secretary Manju, police said, was seen grabbing the traffic police personnel by the collar and trying to kick him.

In the meantime, the incident has raised concerns about the treatment of police personnel as they perform their duties and raised questions about what the public representatives and political leaders should do.

Traffic police officers are usually working in very difficult conditions, especially in busy areas of Bengaluru where congestion, violations and road-related disputes can quickly escalate. Any police officer encounter then becomes a law-and-order issue, especially when the police officer is alleged to be aggressive.

According to the details of the incident, the clash happened in Gottigere -- a busy locality in southern Bengaluru. Traffic police officials were performing official duty when Manju attacked the officer and the JDS leader allegedly grabbed him by the collar and tried to kick him. People who were present at the site intervened and prevented the situation from getting worse. The incident was recorded on camera and the images have since become the focal point of the public conversation about the case.

Hulimavu Police arrested Manju in the wake of the incident. The arrest is being made as the circumstances of the alleged assault are being investigated in greater detail. Police will then check the available video evidence, the police officers’ statements and the witnesses’ accounts. Evidence that can help establish what actually happened before, during and after the incident and the sequence of events.

The reported assault has also raised wider discourse around accountability and respect for law enforcement personnel. Political leaders and public figures generally get more attention as people make decisions and view institutions as powerful, so when a dispute with a police officer becomes physical, it is a question of whether the right channels were followed to sort out the matter. At the same time, the police investigation and the judicial process will determine the responsibility of these parties and any offences.

Bengaluru has been having traffic management challenges since the beginning of the year as traffic control with police officers to regulate traffic at major junctions and busy roads is difficult to police and traffic control personnel are also in place to control vehicles and traffic safety. Officers have to deal with motorists, pedestrians and other road users while working in crowded and sometimes stressful situations. Physical confrontations between officers and traffic staff (police officers) can be a bigger problem for officers and potentially undermine the authority to enforce road safety regulations.

So the case of Manju is likely to continue to be monitored closely as the investigation continues. The video clips that are circulating could be the case-making material but authorities need to consider the full circumstances instead of just the short clips and social-media accounts. Statements from the officer, witnesses and others involved will also be important to establish the facts.

The arrest by Hulimavu Police marks the first legal action taken and the next one being the case of the reported confrontation. More developments will follow as the investigation proceeds and charges are laid down. Any allegations against the accused remain allegations unless established through due legal process.

The incident has also generated attention in Bengaluru because a political leader and a police officer had a physical altercation while the officer was on duty. What was the lesson that was learned from that incident: keep your cool when dealing with law enforcement and settle your disputes in a legal manner. The Gottigere case will be investigated and it will be handled in accordance with law.
