The Kerala government has granted permission for the Kerala Civil Aviation Development Cooperative Society to launch flight services, Chief Minister V D Satheesan said on 26th October, 2026. The proposed project aims to bring the cooperative sector into commercial aviation and the Chief Minister said it is a first-of-its-kind venture in India.
Satheesan made the announcement while inaugurating the silver jubilee celebrations of the Calicut City Service Cooperative Society in Kozhikode on Sunday. He said that the project will be led by C N Vijayakrishnan, Chairman of MVR Cancer Centre, with a team associated with the cancer centre and the Calicut City Service Cooperative Society to take part in the programme.
The announcement is a possible extension of Kerala's cooperative movement into aviation. Details of the airline's name, proposed routes, fleet, ticket prices, launch date and operational schedule have not been disclosed in the available reports.
Kerala Cooperative Society Gets Approval to Launch Flight Services.
Satheesan said the state government has given the necessary permission for the cooperative society to proceed with its flight services project. He compared the proposed venture with existing commercial airlines such as Air India and IndiGo and emphasized the cooperative sector is responsible for the development of the programme.
The project is expected to involve people associated with institutions that have previously worked on cooperative and healthcare initiatives in Kerala. Vijayakrishnan will lead the project, but more information about the proposed airline's ownership structure, management and funding arrangements is awaited.
The Chief Minister told us this was an opportunity to show Kerala’s cooperative institutions. The state has a well-established cooperative network with societies serving banking, agriculture, consumer services and local development.
There are also a number of operational and regulatory requirements to enter aviation, but it would be a different kind of operational and regulatory requirements. The project will need to meet the applicable aviation rules and obtain the necessary approvals before commercial flights can begin.
Airline launch Details Yet to Be Announced
Although the government has approved the proposal, the announcement does not establish when flight operations will start.
The important details are still unclear, though, such as whether the proposed airline will focus on domestic or international services, which airports it will serve and how the airline intends to compete against existing carriers.
The project’s financial structure and investment requirements have also not been outlined in the report. Those will be important in determining the commercial viability of the venture and how long this company can run in a competitive aviation market.
The announcement should thus be seen as progress on a proposed cooperative-sector aviation initiative but not as an indication that ticket bookings or flight operations have started.
Satheesan Promises Greater Protection for Cooperative Depositors
At the same time, Satheesan addressed concerns about the safety of deposits held by cooperative institutions. The government would guarantee deposits in cooperatives, he said, and the deposit holders should have the same protection as people who put money in nationalised and scheduled banks.
He also stressed the importance of protecting public money and said corruption or the misuse of deposits in cooperative societies would not be tolerated.
The remarks are part of a wider debate on public confidence in cooperative institutions. Any proposed deposit guarantee would need to be understood in terms of its legal framework, eligibility conditions and implementation details. The Chief Minister's statement alone does not mean that every cooperative deposit is automatically covered under the same terms as deposits in scheduled commercial banks.
What is the role of Cooperative sector in Kerala's economy?
Cooperative institutions are an important part of Kerala's rural and urban economy, Satheesan said. He also recognized the Calicut City Service Cooperative Society for its philanthropic work and development, saying that expanding cooperative organisations into new regions could help in the development of the economy.
He also referred to government spending during the Onam season, arguing that putting money into the hands of ordinary people and lower-income households had helped stimulate consumer spending and economic activity.
The Chief Minister also told us that Kerala recorded its highest monthly revenue since the introduction of the Goods and Services Tax in the previous month. So this was a statement made by the Chief Minister, and the detailed revenue figures would be needed to independently assess the claim.
What Happens next?
The next step for the proposed cooperative airline will be to explain its operational model, financing, regulatory approvals and planned services. The routes, fares, aircraft and the expected start of operations will be important indicators of how the initiative progresses.
If implemented it would be an unusual expansion of Kerala's cooperative sector into commercial aviation. The long-term future of this project is dependent on compliance with the law, planning, financial sustainability and the ability to attract passengers in a market that is already served by established airlines.
For now, the government announcement confirms the cooperative society's permission for the flight services project. Anyone who plans to travel will have to wait for further statements from the government on any routes or launch date.
