Indian Railways Raises Minimum Penalty for Ticketless Travel to ₹500

Why is ticketless travel so difficult for Railways and they spend billions each year on it, and it costs over $100 million to run. The new penalty applies to all forms of travel including suburban, express and long distance trains. Passengers who are detected without tickets will be fined ₹500 depending on the distance travelled and class of service. The Railways also stated that not only would the measure be a punishment but it would also encourage passengers to use digital ticketing apps (UTS mobile app and online booking portal) to avoid last-minute cash transactions.

Railway officials said this is in line with Railway Act provisions which allow fines to be imposed on ticketless travellers. Compliance and non-compliance should bring an end to the overuse and unhygienic travel in the railway system, especially in peak times when there is a backlog and tickets are available and not enough to go on.

The penalty hike comes at an era when Indian Railways is investing heavily in modernization (with the launch of a new Passenger Reservation System (PRS), AI‑based waitlist predictions, and better digital tools). Making sure passengers pay their fair share is important to funding these projects and keeping them running efficiently.
