Amaravati’s Quantum Gamble: Can Andhra Pradesh Build India’s Next Tech Capital

Andhra Pradesh is taking a big bet on quantum computing, with Amaravati as a tech hub that could challenge Bengaluru and Hyderabad’s hold on India’s high tech ecosystem.

The state is building an ecosystem around quantum research, hardware, artificial intelligence, cybersecurity, finance and advanced computing.

The Amaravati Quantum Valley (AQV) is at the heart of this strategy. Andhra Pradesh Government’s Quantum Computing Policy 2025–30 aims to position the state as a major destination for quantum innovation, while partnerships with companies such as IBM, Tata Consultancy Services (TCS) and Larsen & Toubro (L&T) are intended to strengthen the technology ecosystem.

A New Technology Race

Bengaluru has long been known as the technology capital of India, while Hyderabad has built a good reputation in IT, cloud computing, pharmaceuticals and emerging technologies.

Amaravati, however, is taking a different path by focusing heavily on quantum computing from the beginning.

In February 2026, the foundation stone for Amaravati Quantum Valley was laid, and the project has been developed as part of India’s broader National Quantum Mission. The national mission has an investment of ₹6,000 crore and aims to advance quantum computing, communication, sensing and related technologies.

The state has also received a big academic boost. NIELIT signed an agreement with Andhra Pradesh in February 2026 to create what the government described as India’s first dedicated quantum and artificial intelligence university campus in Amaravati.

The proposed campus will be focused on quantum algorithms, quantum hardware, cybersecurity, high-performance computing and AI-quantum research.

Hardware is of particular interest

Andhra Pradesh is not limited to software and research. The state is also looking forward to quantum hardware manufacturing and infrastructure.

In April 2026, a quantum computing testing facility was launched at SRM University-AP. The Amaravati Quantum Valley is also expected to have an IBM 133-qubit quantum computer, and research, skilling and innovation infrastructure.

The government has also sanctioned ₹137 crore for the Amaravati Quantum Computing Centre, which is the first step of setting up physical infrastructure in the sector.

Can Amaravati really overtake Bengaluru and Hyderabad

Amaravati still has to build the talent pool, startup ecosystem, corporate presence and research networks that Bengaluru and Hyderabad have developed over decades. Building advanced computing infrastructure will not automatically transform the city into a technology capital.

However, Andhra Pradesh has one potential advantage: it is trying to build an ecosystem around a relatively new technology rather than competing directly with established cities in traditional IT services.

The state is also expanding quantum ambitions into finance. In July 2026, Punjab National Bank signed an MoU with Andhra Pradesh to establish a Quantum Finance Hub in Amaravati to study quantum applications in financial services.

A Long-Term Bet

Amaravati is not going to be able to replace Bengaluru or Hyderabad overnight. But Andhra Pradesh seems to be pursuing a unique strategy: become one of the leading centres for quantum technology before the industry reaches maturity.

If the state combines research institutions, skilled talent, global tech companies, startups, hardware infrastructure and government support successfully, Amaravati could come up with its own distinct identity in India’s technology landscape.

The real competition may therefore not be in replacing Bengaluru or Hyderabad. It might also be in making Amaravati synonymous with India’s quantum computing aspirations.
