Anyone who wants to keep a dog must first obtain a license, BBMP says. This license should be renewed annually with costs depending on the type of dog that resides within the property. Certification by a BBMP‑appointed veterinarian will also be compulsory.

Every pet dog also needs a microchip at the owner’s expense. Vaccination against rabies is mandatory, and dogs older than 12 months are sterilized. It is also their duty to clean their homes and their environment, and they must ensure neighbor problems do not arise, through their pets.

The rules also restrict how many dogs a household can keep. No more than three dogs are allowed within the same home. When you keep more than three dogs of the same type, authorities will seize the additional dogs and send them to animal care centers.

When on walk dogs have to be kept on a leash or chain. If a dog can be said to “dirt the street,” the owner is obligated to clean it. If the dog escapes and is apprehended by the authorities, the owners will be required to pay ₹1,000 fine for retrieving the dog within 72 hours. A further fine of ₹200 per day follows this, charged after 72 hours. And if the dog is not recovered, it will be entrusted to an animal welfare group.

Aggressive breeds of dogs will not be allowed in apartment complexes. This is to keep residents safe, as well as to prevent conflicts on shared living spaces.

Under the BBMP’s new rules, keeping a pet dog is less about love and play than responsibility, safety, law, and discipline. While Bengaluru already boasts over 1.15 lakh pet dogs, the regulations seek to establish order, protect public health, and promote how pets should be cared for appropriately. The current scenario of owning a dog in the city has become one in which owners are expected to adhere to policies that walk a fine line between pleasure and accountability.
