The incident, prima facie, reflected “gross negligence of duty, indiscipline and arbitrariness.”
Video Triggers Police Action
The video reportedly showed the Maker SHO pointing his pistol at members of the public while flood relief materials were being distributed. The footage then spread on social media.
After the video was published, the Saran police administration took note of the incident and ordered Singh's suspension. That’s serious as the incident occurred during a relief operation involving people affected by flooding, the authorities have said.
The suspension order was put into effect immediately. Singh will be entitled to a subsistence allowance according to applicable rules during the suspension period.

Bihar Flood Situation
The incident occurred at a time of high flood relief in many parts of Bihar, according to officials. Heavy rainfall in Nepal and neighbouring areas during the last week of September led to flooding across the state.
According to figures cited in the reports, nearly 9.87 lakh people in 169 gram panchayats and 30 blocks in six districts have been affected. The districts are Saran, West Champaran, East Champaran, Gopalganj, Darbhanga and Muzaffarpur.
The Bihar government has been helping relief and rehabilitation to the affected areas. The state government’s official website has also posted instructions for better distribution of relief materials to flood-affected residents.
Official Probe and Accountability
The suspension is immediate disciplinary action against the police officer. The Saran SSP’s statement makes it clear the conduct of the police officer was not in line with the duties of a police officer in the aftermath of a public relief operation.
The disaster has also raised questions on the officials’ conduct for disaster-response at a time when people who are affected need food, basic supplies and other assistance.
For now, the reports establish the suspension and the allegations presented in the viral video. Further disciplinary proceedings or an inquiry may determine the circumstances of the incident.
