In a bold step to upgrade cybercrime response and citizen-based policing, the Government of Gujarat has launched the Cyber Financial Fraud e-Zero FIR service, which allows fraud victims to register a Zero FIR from the comfort of their homes through the 1930 National Cyber Crime Helpline.
The initiative was formally launched by Gujarat Minister of State for Home Harsh Sanghavi and Bipin Ahire, Inspector General of Police (IGP), Cyber Centre of Excellence. The technology-enabled service will ensure swift police intervention in cyber financial fraud cases and improve the possibility of recovering money lost to online scams.

With cybercrime cases on the rise in most countries, timely reporting is one of the most critical factors to prevent fraudsters from transferring or withdrawing stolen funds. The e-Zero FIR mechanism will help victims begin the legal process right from the start with the dedicated 1930 helpline without going to the police station.
With the new system, when a complaint of cyber financial fraud is received through the helpline, a Zero FIR can be registered electronically. This enables law enforcement agencies to start immediate action, regardless of jurisdiction, and will save time in the paperwork process.
The initiative will further improve coordination among financial institutions and police forces, allowing for faster freezing of suspicious transactions and making it more likely for defrauded money to be recovered through various accounts, officials said.
This e-Zero FIR service is part of the growing focus on technology-based governance and modern policing at the core of Gujarat. Connecting digitized platforms with the law enforcement system will make cybercrime reporting to the public more convenient, efficient, and responsive, the state is saying.
Officials also noted that cybercriminals often take advantage of the delay between fraud and the registration of complaints. The new mechanism is intended to bridge this gap and enable police to arrive at the scene in the vital “golden hours” of cyber fraud.
The initiative also underscores the importance of the Cyber Centre of Excellence in the development of advanced technologies to address the ever-evolving cyber threats. The Centre has been working with law enforcement agencies to enhance the capabilities of cyber investigation, digital forensics, and public awareness.
Cyber financial fraud has become one of the fastest-growing forms of crime in India, with fraudsters using phishing, fake investment schemes, impersonation, QR code scams, OTP fraud, and fraudulent online payment requests. Citizens are advised to report such incidents immediately via the 1930 helpline or National Cyber Crime Reporting Portal.
Officials hope the e-Zero FIR system will speed up investigations as well as boost public confidence in cyber policing by making legal assistance more readily available and reducing procedural hurdles for victims.
Hence, the launch is one step in Gujarat’s push to leverage technology for public service delivery and strengthen the state’s cybersecurity framework. It will help victims register complaints from home and enable faster police response; the concept will also enhance fund recovery rates and improve the fight against cyber financial fraud to help the public through a better and more humane approach.
