In a major step toward providing immediate financial assistance to families of farmers who die by suicide, the Karnataka Government introduced a digital module on the Seva Sindhu portal. It aims to streamline the declaration and compensation process by adding banks to the system, hence preventing those in the system from becoming stuck and making it transparent.
The move is notified under the Karnataka Government Act, 2014, and is also covered in Section 21 of the Karnataka General Clauses Act, 1899, which provides the initiative with clarity on implementation.
Faster Compensation From Digital Integration
Under the new system, banks will have to digitally share all the details of the deceased farmer’s crop loan accounts. This is essential for eligibility and compensation claims to be processed without unnecessary delay.
To enable seamless data sharing, the government has offered banks two methods:
- API (Application Programming Interface) integration with the Seva Sindhu portal.
- A login portal through which authorized bank officials can securely upload and verify loan-related information.
Digital integration will decrease manual paperwork and increase banking and government coordination, the report said.
Process Simplifying for Bereaved Families
Previously, families of deceased farmers often had to go to various government offices and banks to obtain loan documents and complete the compensation process.
With the new digital platform, much of this information will be shared electronically between banks and the government. That will help to reduce procedural hurdles and help grieving families receive financial assistance faster.
The project will make compensation processes transparent, efficient, and citizen-friendly, they say.
All Banks to Participate
The government has sought the cooperation of:
- Commercial banks
- District Central Cooperative Banks (DCCBs).
- Other member banks involved in agricultural lending
These institutions will be key in implementing the new system by timely submitting verified crop loan data for eligible cases.
The collaboration between banks and the government will strengthen the state’s farmer welfare programs.
Compensation Statistics
According to official data, the number of compensation cases processed over the past three financial years is as follows:
Financial Year Compensation Cases
2023–24 1,080
2024–25 986
2025–26 (up to March) 468
The government also noted that:
- 45 compensation cases remained pending during 2024-25.
- 71 cases in 2025-26 are currently under the compensation disbursement process.
The new digital mechanism is meant to minimize such pending cases by speeding up verification and approval procedures.
Documents Required for Compensation Claims
For compensation to be processed, the following documents are required:
- First Information Report (FIR)
- Forensic Science Laboratory (FSL) Report.
- Inquest/Panchanama and Revenue Verification Report.
- Taluk-Level Committee Report
These documents are useful for authorities to verify the circumstances of the death as well as to ensure they are able to make sure the compensation scheme is in place under the government’s law.
Technology to Improve Farmer Welfare
The Karnataka Government believes that integrating banking systems with the Seva Sindhu platform will ensure that compensation reaches eligible families more efficiently and with greater accountability.
By reducing the reliance on physical documentation and enabling secure digital verification, this project will make the welfare delivery process quicker, more transparent, and less burdensome for families with a lot of personal suffering.
The move is part of the bigger picture of digital governance, with the government also creating support systems for the most vulnerable farming communities in the state.
