Security and intelligence agencies have issued a high-level warning after a shadow front group linked to the Lashkar-e-Taiba terror group has issued a threatening note targeting Kashmiri Pandit government employees. The United Liberation Council, a secret front group of Pakistan-backed groups, has published a sensitive document containing the names, contact numbers, and workplace locations of government employees, according to intelligence revelations. The directive is directed at people taken on special administrative jobs (in the Revenue Department and in other civil departments) and marks a grave escalation in security concerns across the region.
The threat communication directly aims to intimidate vulnerable communities by telling them that moving from the Kashmir Valley to Jammu will not provide any protection, and that operatives will track targets in different corners of the region. The communication also loudly and aggressively denounces administrative accommodations for the migrants working from home and remote shifts, and demands their withdrawal. Intelligence assessments indicate that the publication of personal identifying information of civil servants is a psychological strategy to increase fear and enable targeted operations with small, easily concealed arms by decentralized hybrid operatives, who are in ordinary civilian attire.
Apart from targeting minority employees, the threat note also warns top administrative officials such as the Lieutenant Governor, the Director General of Police, and central authorities in New Delhi. The organization also tries to intimidate law enforcement by citing the integration of local police personnel. Counter-terrorism analysts point out that using unknown shadow names like the United Liberation Council is a calculated move by militant leadership to disguise cross-border terrorism as localized dissent, to avoid international counter-terrorism scrutiny and financial compliance checks.
For such a worrying situation, security grid forces and intelligence units have ramped up surveillance and are assessing how protection for vulnerable personnel in the region is done. Law enforcement agencies are on high alert to combat the menace of any such threats as they beef up security around residential quarters and workspaces and will also investigate the digital distribution of the leaked employee data in order to prevent further breaches of security.
