The Rajya Sabha was adjourned until 12 noon Thursday as the demand for discussion on the National Eligibility-cum-Entrance Test (NEET) and other issues continued to disrupt the current Monsoon session of Parliament.
Before the adjournment, Minister Kiren Rijiju appealed to the Opposition to allow for an extensive analysis of NEET to be discussed and the discussion to take place without any preconditions. In front of the House, Rijiju said there was broad agreement among political parties that the examination should be discussed in Parliament, but the opposition was making it difficult to have a full discussion on NEET because of the need for conditions.

Rijiju said all parties, including members of the National Democratic Alliance (NDA), had asked for a discussion on the NEET examination. He said that after discussions with Leader of the Opposition Mallikarjun Kharge and other Opposition leaders, the government was hopeful that a debate could take place during the day's proceedings.
The government had asked all parties to decide on how the structure and duration of the discussion should be, the minister said, not conditional that it would happen, the minister said. He said it was not only unjust that such conditions would only delay or deter a meaningful discussion on an issue of great public interest but that they would only delay or prevent it from happening at all.
"We are again asking that the NEET exam be discussed thoroughly in both Houses, without any politicization," Rijiju said as he asked for Parliament to conduct a discussion on the examination and related issues.
In his speech, the Parliamentary Affairs Minister also referred to Prime Minister Narendra Modi’s call for fast-track judicial courts to bring swift justice to be able to deal with serious crimes and the most severe punishment, and the severest punishment to be delivered without delay. Rijiju said that it’s a major step in the development of the justice delivery system and called for Opposition parties to work with one another to make parliamentary business.
The Monsoon session has been repeatedly disrupted over several issues, with the Opposition seeking discussion on issues it feels are urgent, as well as the government saying it is prepared to debate the issues under parliamentary rules and procedures.
The NEET examination has still been one of the main topics in Parliament, and questions on the quality of the examination, transparency and accountability remain at the forefront in politics. Both the government and Opposition have supported discussion of the subject, but disagreements on procedural issues have repeatedly interrupted the process.
The adjournment of the Rajya Sabha reflects the still-unresolved standoff between the Treasury benches and the Opposition. But people in Parliament argue that it will be essential for the floor leaders to talk with one another so that important legislative and public policy issues like NEET are not only discussed but also to get the discussion that is needed in advance.
As Parliament reconvenes later in the day, it will be to see if both sides can come to a consensus to allow the House to function safely and finally have the much-anticipated debate on NEET.
