Ramalinga Reddy Quits Karnataka Cabinet After Missing Bengaluru Development Portfolio

In a major political earthquake that has rocked Karnataka’s political circles, senior Congress leader Ramalinga Reddy resigned from the state cabinet on Friday in protest at the distribution of ministerial portfolios in the newly formed government led by Chief Minister D. K. Shivakumar.

The resignation comes just a day after the Chief Minister announced portfolios for the members of his cabinet and ended speculation about the allocation of key departments. Reddy’s decision is the first major political setback for the new government and raises the issue of internal revolt in the ruling Congress party.

According to political sources, Ramalinga Reddy was keen on securing the Bengaluru Development portfolio, which is said to be very important since it has played a vital role in the development of the city's infrastructure, urban planning, and development projects. But Krishna Byre Gowda was eventually appointed as the portfolio manager, and Reddy was appointed to the Water Resources Department.

The decision left the senior leader very disappointed. Reddy had strongly advocated for the Bengaluru Development portfolio during discussions around cabinet formation due to his extensive knowledge of urban governance issues and his long-standing association with Bengaluru politics.

Ramalinga Reddy is said to have taken the allocation as a downgrade from his expectations (i.e., the Water Resources Department). The Bengaluru Development portfolio is one of the most important departments in the Karnataka government because Bengaluru is the technology capital of India and one of the biggest economic contributors in the state.

Political observers say the resignation comes at a sensitive time for the newly sworn-in government. Chief Minister D.K. Shivakumar had only recently been in the process of balancing regional interests, seniority, caste equations, and political aspirations when he came up with his cabinet. And the resignation of a well-known leader so soon after the portfolio announcement would put a strain on the administration and make the party more volatile.

Congress leaders are expected to initiate damage-control measures to avoid the conflict becoming more acute. Some senior party figures are likely to have discussions with Ramalinga Reddy to persuade him to change course and remain a part of the government.

A political reaction from opposition parties may also be taken up to question the stability of the new administration in power now as well. Political pundits believe that the incident shows the difficulty of Chief Minister D.K. Shivakumar being in charge of competing ambitions of high-level leaders of the ruling party.

Ramalinga Reddy's supporters have expressed their disappointment with the portfolio allocation and have rallied behind his stand. The veteran leader should have had a bigger role in the government, particularly in departments that were oriented towards Bengaluru's development.

No official statement from the Chief Minister's Office has been made on the resignation so far. But political leaders are expecting intense talks to take place behind closed doors in the coming days.

Whether Ramalinga Reddy’s resignation is accepted or a compromise is reached, the development has undoubtedly become the first major political challenge for the D.K. Shivakumar-led government. And the outcome of these talks would have a major impact on cabinet stability and Karnataka politics in the future.
