A major political chapter has come to an end in Karnataka as Chief Minister Siddaramaiah has resigned from the position of Chief Minister after he was ordered to quit by the Congress high command. The resignation brings to a close years of speculation, political negotiations and leadership talks in the Karnataka Congress unit as well as power-sharing and possible leadership transition of the Karnataka Congress to power sharing and a transition of the unit around the leaders.

Siddaramaiah submitted his resignation letter to the Principal Secretary of the Governor after the Governor was reportedly unavailable in Bengaluru. With this move, the long-standing debate on leadership change and rotational power-sharing within the ruling Congress government has effectively reached its conclusion.

The Congress party returned to power in Karnataka when it won the 2023 assembly elections and defeated the BJP with a comfortable majority. The Chief Minister’s position came at once after the elections, and there was an all-out fight between the senior Congress leaders Siddaramaiah and Deputy Chief Minister DK Shivakumar for the Chief Minister’s post.

Despite heavy lobbying by DK Shivakumar's supporters, Siddaramaiah was selected as the leader of the Congress Legislature Party and was sworn in for the second time as Karnataka Chief Minister on May 20, 2023. DK Shivakumar was appointed Deputy Chief Minister and also retained his major power in the state Congress organisation.

Since then, rumours of a rotational Chief Minister formula have continued to dominate Karnataka politics. While the Congress leadership never publicly confirmed such an arrangement, Shivakumar's supporters always maintained that there was a power-sharing relationship at the time of the formation of the government.

Leadership was one of the most talked-about issues in Karnataka politics in the past year, and leaders from both Siddaramaiah and Shivakumar camps made statements in support of their respective leaders.

Siddaramaiah told ministers on Thursday morning about his decision to step down during a breakfast at his residence. The meeting turned emotional, and the outgoing Chief Minister addressed ministers and colleagues while talking about his tenure and achievements in office.

Siddaramaiah looked very emotional and was seen crying while speaking to the ministers during the encounter, they said. He has expressed satisfaction with the implementation of government schemes and welfare programmes during his administration, they added.

The veteran Congress leader also advised ministers to continue working for the welfare of the people and ensure that pro-people schemes remain the focus of the government going forward. Ministers present at the meeting reportedly responded emotionally to Siddaramaiah's remarks.

The final decision about the leadership transition is believed to have been taken after extensive consultation between the Congress high command and senior Karnataka leaders in Delhi. Following the recently concluded elections in various states, both Siddaramaiah and DK Shivakumar were called to the national capital for crucial discussions with the party leadership.

After a series of meetings, the Congress high command is believed to have instructed Siddaramaiah to resign and to smooth the transfer of power to DK Shivakumar.

Political pundits believe that the Congress leadership handled the transition very well, and avoided factional conflict and kept the party united for the 2024 elections as well as the 2028 Karnataka assembly elections.

DK Shivakumar should take over as Karnataka’s next Chief Minister soon. One of the Congress party’s most influential leaders in the state and a major league leader of the party, Shivakumar, has been instrumental in bringing back the Congress in Karnataka.

With Siddaramaiah stepping down and the leadership transition now formally on track, Karnataka is on the verge of entering a new political phase under DK Shivakumar. The development also indicates the Congress high command’s struggle to strike a balance between experienced leadership and organisational strength in one of the party’s most important states.
