Outrage over a shocking incident from Uttar Pradesh in which a Dalit woman sanitation worker reported that the village head, who allegedly contacted her in the guise of signing her salary slip, has raped her.

The suspect village pradhan reportedly took advantage of the woman’s financial dependence and official work duties to entice her to a private place where the alleged attack occurred, police reports said. The women workers’ safety, along with the abuses of power among local officials, has again reawakened serious issues in the wake of the event.

The survivor, who is a sanitation worker in the village, allegedly reported to police her ordeal after the incident. She said that the head of the village had requested that she come for salary paperwork and signatures. Assumed by the official request, she went to meet him, and he sexually assaulted her, she alleged.

A case has been registered as per the relevant sections of the rape and provisions of the Scheduled Castes and Scheduled Tribes (Prevention of Atrocities) Act in light of the survivor being of the Dalit community, officials told them. The woman had a medical examination, and a statement is being recorded in the ongoing investigation, authorities said.

Police teams have also been set up to attempt to locate and arrest the suspect if he is absconding. The incident has sparked anger in residents and social activists, who called for harsh action on the accused village head. The case is a sign of continuing vulnerability for women from marginalised communities who are frequently exploited through economic dependency and societal inequality, said the various activists. 

The women’s rights group also called for a fast-track inquiry and trial in the case. Activists said sanitation workers, particularly working women in rural local bodies, often toil in harsh conditions with limited protection and regulation. Reactions have begun in Parliament after the details of the incident came to light as well. 

Opposition leaders attacked the law-and-order in the state and forced local authorities to be responsible for their actions. Some leaders said that many of the crimes against women and Dalits were still ‘a serious concern’ despite repeated guarantees from the administration. In the meantime, police officials insisted that the investigation was being carried out stringently and that all legal mechanisms were being followed.

They said that any actions would be taken in line with the findings of the probe. Again, the case has put the widespread problem of “workplace exploitation and gender based violence” in rural India that has occurred at workplaces, especially among women in low-income and sanitation labour jobs, on the agenda. 

According to legal experts, under Indian law, the provisions in respect to crimes such as sexual assault against members of the Scheduled Castes and Scheduled Tribes are also stricter for offenders of Indian women if there is evidence of caste-based exploitation, as evident when there is an investigation, and if the exploitation relates to the exploitation of a victim based on caste.

The authorities will continue questioning witnesses and gathering evidence in the days ahead. The case would likely develop beyond that until the accused was formally questioned and forensic findings were examined. The incident has rattled the local community and has prompted a chorus of local people to call for better protection for women working as well as to scrutinise the village’s officials.
