In a significant move to manage the massive influx of pilgrims and ensure safety, the Shri Mata Vaishno Devi Shrine Board (SMVDSB) has implemented strict new timing regulations for the pilgrimage. Effective immediately, devotees are now required to complete their entire journey—from Katra to the Bhawan and back—within a 24-hour window.
The New "10/12-24" Rule
Under the revised guidelines, the movement of pilgrims is being strictly monitored via Radio Frequency Identification (RFID) cards. The board has introduced two critical time-bound constraints:
- Activation Window: Once an RFID card is issued, devotees must cross the first check post (Banganga or Tarakote) within 10 to 12 hours. If a pilgrim fails to start the ascent within this timeframe, the card will be deactivated, and they will need to register again.
- Mandatory Return: All pilgrims must return to the Katra base camp and check out their RFID cards within 24 hours of starting the journey.
Why the change? Board officials stated that these measures are designed to prevent "negligent resting" or overcrowding at the Bhawan complex and along the tracks, which can lead to safety hazards and stampede-like situations during peak periods like the New Year.
RFID Registration Center Updates
To support these new regulations and assist late-arriving travelers, the Shrine Board has also extended the operational hours of registration centers:
- Katra Railway Station: The registration counter now remains open until midnight (12:00 AM).
- Tarakote Marg: Registration is available 24/7 at this entry point.
- Digital Integration: Pilgrims who book online can collect their RFID cards instantly by showing their mobile PDF/QR code at designated kiosks.
Impact on Different Travel Modes
The 24-hour return rule applies to all pilgrims regardless of their mode of transport.
