India has appointed Naresh Pal Gangwar, a senior IAS officer, as the new Secretary of the Department of Higher Education under the Ministry of Education.
He takes over from Vineet Joshi who has been promoted to the Department of Panchayati Raj as Secretary as part of a wider bureaucratic reshuffle approved by the Appointments Committee of the Cabinet (ACC).

Who is Naresh Pal Gangwar
Naresh Pal Gangwar is a 1994 batch IAS officer in the Rajasthan cadre and has more than three decades in administrative positions.
He has held different positions in the Rajasthan government and Central Government throughout his career and has a good understanding of policy and governance from where he is proficient in policy and governance.
Before being appointed Higher Education Secretary, Gangwar was Secretary of the Department of Animal Husbandry and Dairying, Ministry of Fisheries, Animal Husbandry and Dairying. He led that organization’s programs to enhance livestock health, grow dairy production, contribute to animal welfare and support rural livelihoods.

Gangwar has an excellent academic record in engineering, technology and economics.
He was born on October 21, 1970 in Nainital, Uttarakhand and completed:
B.Tech in Electronics and Communication Engineering, M.Tech in Communication and Radar Engineering and a Master's Degree in Economics.
His multidisciplinary educational background has helped him deal with policy issues in technology, administration, economics and governance.
He passed the Union Public Service Commission (UPSC) Civil Services Examination in 1993 and joined the Indian Administrative Service in 1994.
Career in Public Administration
Gangwar has held various administrative positions in Rajasthan and at the Centre over the years. His work has covered rural development, agriculture, governance and public administration.
As Secretary of Animal Husbandry and Dairying he worked to strengthen India’s dairy sector and livestock healthcare, promote sustainable animal farming, and implement government welfare schemes that benefit millions of farmers.
He was able to lead large departments and implement nationwide programs and was one of the senior-most officers who were considered for higher responsibilities.
