One of the announcements was that the existing yellow-and-red Kannada flag should be given official state-flag status. The Chief Minister said this would be taken up in the Belagavi legislative session before a final decision is made.

Here are eight announcements made during the Kannada Rajyotsava celebrations:

1. Yellow-and-red Kannada flag may get official recognition: Officials

The yellow-and-red Kannada flag is likely to be granted official status. The move comes in the backdrop of the Supreme Court’s recent verdict on a petition filed by a Kannada organisation seeking recognition of the Kannada flag as part of the Constitution.

The yellow-and-red flag has been a symbol of Kannada identity and pride forever. Shivakumar said Karnataka should have an officially recognised state flag which represents the sentiments of Kannadigas, just like Kannada has an official state anthem.

He said the government would have a detailed discussion on giving official recognition to the existing flag during the Belagavi session. But no final decision has been announced so far, and the proposal will depend on discussions and steps thereafter.

2. 7.5% Special Quota for Rural Government School Students

In a major announcement for students from rural areas, the Chief Minister said special reservation of 7.5 % would be given in government seats for professional courses like medicine and engineering.

The benefit proposed includes students who studied from Classes 1 to 10 in rural government schools and went to government pre-university colleges. The scheme is intended to widen access for students from rural areas to higher education.

The government also wants to train students in AI (Artificial Intelligence) from Class 6 to 12 in government schools. An order has reportedly been issued for recruitment of 15,000 teachers.

Under the proposed Gramaanubhava programme, schoolchildren from Bengaluru and nine other municipal corporation areas would be given a one-day village stay.

3. Recruitment for 72,000 Government Vacancies

Government job aspirants got a big announcement from Shivakumar. He said orders had been issued to fill 72,000 vacant posts in various state government departments.

The announcement should ease the stress of thousands of candidates preparing for government recruitment examinations. Department-wise notifications, eligibility conditions and recruitment schedules will be important for applicants to follow.

Separately, the government has approved investments worth ₹29679 crore, for which about 66,000 jobs are expected to be created. (72,000 govt vacancies and 66,000 jobs from approved investments). These are different things: 72k govt posts vacant and 66k jobs through approved investments.

The government also plans to launch a ‘Yuva Udyoga Sethu’ mobile application through the Skill Development Department. Another initiative is to connect 100 ITIs with industries and create 10,000 jobs.

4. Five Lakh Residential Sites Under Bhoomi Guarantee

Five lakh residential sites are under Bhoomi Guarantee in the country. The government has already allotted 14 lakh residential sites for construction of houses and about five lakh more sites have been allotted for construction of houses in the next phase.

The Chief Minister also talked about ‘Bhoomi Guarantee’ under which the government plans to give five lakh residential sites to poor families across Karnataka.

Applications will be invited in November. Applicants should watch out for official announcements about eligibility criteria, application procedures, and site-allotment schedule.

The government has also set targets to distribute 9.50 lakh new e-Khatas during the current year and convert three lakh B-Khatas into A-Khatas. All these measures are meant to improve property documentation and give more security to property owners.

5. Cash Rewards and Reservation for Sportspersons

The state government has set out incentives to encourage athletes and reward sporting success.

As per the announcements, Kannadiga athletes who win medals at the Asian Games will be given cash rewards of ₹1 crore for a gold medal, ₹75 lakh for a silver, and ₹50 lakh for a bronze.

The Chief Minister also talked about 2% reservation for sportspersons in government jobs and 3 % reservation in recruitment to police and forest departments.

Under the Guri Olympics initiative, eligible athletes can be given up to ₹10 lakh for training.

6. New Initiatives for Farmers

Agriculture was another major theme of Rajyotsava announcements. Shivakumar said the government was spending ₹30,000 crore to provide free or subsidised electricity to farmers.

The government will also carry out a digital crop survey using drones and satellite technology on 1000 square kilometres. The initiative is expected to improve agricultural monitoring and use of technology in farming.

Three proposed initiatives were also mentioned: Vasudhamruta to promote organic farming; Tejasiri to increase farmers’ income; and Negilayogi for small and poor farmers with land cultivation.

7. Healthcare and Urban Infrastructure Development

In healthcare, the government announced plans to launch 100 new ambulances. Adoption of 11 government hospitals through medical colleges has reportedly started also.

For urban development, the government cited Karnataka State Regional Urbanisation Plan–2047. It aims to attract infrastructure investments of ₹5 lakh crore in the next 20 years.

The investment proposed is to be used to develop transport networks, urban infrastructure and public services as Karnataka’s cities grow.

8. Kannada Should Become the Language of the Heart

Along with development announcements, the Chief Minister also gave a message on preserving the Kannada language and culture.

He said Kannada should not be restricted only to official communication and administrative work; it should become the language of people’s hearts. He also said children should be prepared for global competition but at the same time connected with their mother tongue.

Shivakumar asked young people to take responsibility for passing on the Kannada language, traditions and cultural values to future generations.

Implementation of Announcements Remains Crucial

The 71st Kannada Rajyotsava announcements touch on many important areas – from possible official recognition of the Kannada flag to government recruitment, education, housing, agriculture and urban infrastructure.

Some initiatives have reportedly moved into implementation or order-issuance stage; others still need more details and government notifications.

Jobseekers will be looking for recruitment schedules; eligible families will see application guidelines for residential sites, and state-flag recognition will also remain an important topic during the Belagavi legislative session.

How much impact these announcements actually have will depend on how well the government translates its commitments into policies, funding, and implementation.
