The Central Government will introduce the Public Examinations (Prevention of Unfair Means) Amendment Bill, 2026, in the Lok Sabha today. It will also give more teeth to India’s legal framework to prevent examination malpractices by introducing stiff penalties and more thorough investigations and specific mechanisms to tackle question paper leaks.
The Bill will be tabled by Union Minister of State Jitendra Singh and aims at amending the Public Examinations (Prevention of Unfair Means) Act, 2024, which was passed in 2024 to prevent unfair examinations and to make the recruitment and examination process transparent.
Why is the amendment being introduced?
The proposed amendments come after several high-profile examination controversies, including the purported NEET paper leak and other recruitment exam irregularities, which raised concerns about the integrity of public examinations across the country.
The government believes that more legal mechanisms are required to prevent organised paper leak networks and to hold them to account more.
Key Proposals in the Amendment Bill.
According to reports, the Amendment Bill contains several significant measures including:
- Stricter penalties for individuals and organisations involved in examination fraud.
- Time-bound investigations of paper leak and examination malpractice cases.
- Fast trials to find and prosecute such crimes.
- Establishment of a Special Task Force (STF) for big public examination cases to investigate major cases.
- Better enforcement mechanisms to protect and boost examination systems.
The proposed changes are to prevent organised cheating networks and restore public confidence in competitive exams and public trust in competitive contests in competitive exams.

As per the Lok Sabha Secretariat, a draft of the proposed legislation has already been circulated among Members of Parliament ahead of its introduction.
The draft will help to facilitate discussions regarding the Bill when it is brought up in Parliament.
Focus on Examination Integrity
Public examinations are key in admissions into schools and government jobs. Years of question paper leaks have hurt lakhs of students and job aspirants, and so are calls for stronger protections.
And if passed, the Amendment Bill will further strengthen the current legal framework by enabling quicker action against offenders and improving coordination between investigative agencies.

The Bill will first be introduced in the Lok Sabha, after which it will be debated by Members of Parliament. Any amendments proposed during parliamentary discussions will be considered before the legislation goes through the remaining stages of the legislative process.
The government has taken the initiative to reform the Indian public examination system most efficiently and transparently and to address recent examinations that turned out to be flawed.
