A big change has been made to the domestic LPG refill booking system by the Centre, which reduces the waiting period for consumers to a uniform 25 days across India. It is a gamechanger for rural LPG users who have already had to wait longer than urban ones before they can book a refill.
Suresh Gopi, Union Minister of State for Petroleum, Natural Gas and Tourism, announced today that oil marketing companies have been told to immediately implement the new 25-day refill booking period for LPG consumers. The decision removes the distinction between urban and rural households and makes the country's booking process for LPG consumers common across the country.
Previously, domestic LPG consumers had different refill booking periods depending on their location. Urban consumers could book their next LPG cylinder after 25 days, while rural consumers had to wait 45 days. The difference had posed challenges for many rural households that depend on LPG cylinders for their daily cooking needs.
Rural consumers will be able to book their next domestic LPG refill after 25 days under the new policy, to be at par with urban customers. It is expected to increase convenience and decrease worries among households that a fresh cylinder may be required soon.
The decision was taken, he said, after the domestic LPG supply situation had started to show signs of improvement. The government had already imposed restrictions on refill booking periods earlier on account of the challenges in supply and concerns about disruption caused by the current conflict in the Middle East.
Global geopolitical developments can affect energy supply chains and the availability of petroleum products. During the period of supply pressure, the government had to put in place different booking intervals to keep the supply of LPG available and to maintain the distribution system functioning as well.
But things have improved considerably. The government has cited better domestic LPG supply conditions and a significant reduction of pending refill requests as the main reasons for relaxing the earlier restrictions.
Now that supply is healthy, the Centre has decided to restore the same booking period for all domestic LPG consumers. This means that a consumer’s location, urban or rural, will no longer decide how long they have to wait before booking another cylinder.
We believe the decision is especially important for rural households, where LPG is still a crucial cooking fuel for many. In addition, when cylinder refills are frequently made available, the daily lifestyle of households in those areas with little option of alternative fuels is affected by a lack of convenient source of fuel.
The Petroleum Ministry has also communicated the new policy to oil marketing companies in an urgent way and they are encouraged to implement it immediately. Oil marketing companies play a key role in the distribution of LPG cylinders through their nationwide networks.
It will be important to implement it as soon as possible so that consumers benefit from the revised 25-day booking period without any kind of delay. LPG customers will be able to book refills through the usual channels offered by their distributors and oil marketing companies.
The announcement will be welcomed by domestic LPG consumers especially in rural areas that were affected by the longer 45-day waiting period. The uniform policy will help reduce the complexity of the refill booking process and give consumers more clarity.
The development also reflects the government’s assessment that LPG supply conditions have stabilised enough to ease the restrictions introduced earlier. The reduction in backlog of refill requests has also supported the decision to put all consumers under the same booking schedule.
