Delhi’s New Rah-Veer Scheme: Get ₹25,000 Reward for Helping Accident Victims

The Delhi Government has officially announced the Rah-Veer Scheme as part of a bold plan to diminish the number of road deaths and promote civic responsibility. It also offers incentives and legal protection that enable people to assist someone who gets badly injured in a road accident by offering a cash prize of ₹25,000.

The scheme, which has been announced by Chief Minister Rekha Gupta on 23 February 2026, employs a systematic way to make passers-by “Rah-Veers,” or path-heroes, by both offering financial motives and putting in place firm legal protection.

What is the Rah-Veer Scheme?

The Rah-Veer program is a humanitarian scheme that incentivizes "Good Samaritans" for saving lives. Where previous schemes had introduced lower amounts, which included the ₹2,000 reward given as part of Farishtey Dilli Ke, the new Rah-Veer push raises the incentive to ₹25,000 per incident.

The objective is to make sure the victims are getting some medical help within the first 60 minutes post trauma injured in those moments when they have the most possibility of survival. However, if multiple people help a victim, the reward is evenly divided.

Eligibility and How To Assert It

The reward shall be granted based on the following conditions: 

  • Golden Hour Timing: The victim must be rushed to the hospital within one hour of the accident
  • Serious Injury: The victim must have serious injury, significant surgery, at least 3 days on hospital wards or injuries suffered in brain and/or spinal cord
  • Verification: Based on hospital and police reports, a District Level Evaluation Committee made up of a District Magistrate, a senior police officer, Chief Medical Officer and Regional Transport Officer will verify the claim. 
  • Direct Transfer: The reward is then sent directly to the helper's bank account through a digital platform upon verification.
  • Legal protection: No further "Police Hassles" One of the biggest obstacles in supporting the victims of accidents in India has been the threat of legal entanglements.

The Rah-Veer scheme is fully in line with Section 134A of the Motor Vehicles (Amendment) Act, 2019's Good Samaritan Rules of India.

Important Protections for Rah-Veers

  • No Compulsion: You cannot be forced to reveal your personal details or identity.
  • No Legal Harassment: You are shielded from any civil or criminal liability.
  • No Detention: Police or hospital authorities cannot detain you or ask you to pay for the victim’s admission.
  • Voluntary Testimony: You can only be examined as a witness if you voluntarily choose to be, and this can be done via video conferencing.

Why This Matters for Delhi

Delhi’s roads are among the busiest in the world and it can be fatal to delay or avoid medical treatment. If the Rah-Veer scheme is further codified, then government efforts would be to promote a spirit which respects life and helps people act with good conscience. CM Rekha Gupta emphasized that this scheme is not just an incentive but a "significant step toward strengthening humanitarian values." The message to Delhiites with launching of this program is a straightforward one: Don’t just stand there be a Rah-Veer. You might save a life (and the city would honor you for doing so).
