A political controversy erupted in the Rajya Sabha on Thursday in the wake of a ‘shuddhikaran’ or purification ritual at Haldwani’s Ramlila Ground after a public rally addressed by Congress president Mallikarjun Kharge on August 8.
Kharge raised the issue in Parliament and claimed that a purification ceremony was conducted at the venue after his speech. He questioned whether such an act was compatible with democratic and constitutional values and described the incident as an insult to the Constitution.
The BJP, however, denied any connection with the reported ceremony. BJP leader and Union minister JP Nadda said the party does not support such activities and promised that the incident will be investigated.
Kharge Raises Issue in Rajya Sabha
Kharge said he had addressed a large gathering at the Ramlila Ground in Haldwani and claimed that he had not referred to any particular community or religion during his speech.
Kharge claimed that a havan or purification ceremony was held at the same place. He questioned the propriety of carrying out such a ritual after a public leader had addressed the gathering.
Kharge linked the incident to his status as a Dalit and felt that the alleged act amounted to treating him as “untouchable”.
He told the Upper House that he had served many years in Parliament and had never sought special protection based on his caste identity. But he objected strongly to what he said was the effort to insult him by way of a purification ceremony.
Kharge said the matter should be addressed from a constitutional perspective and as an issue of equality rather than just political conflict.
Nadda Rejects BJP Involvement
JP Nadda said the incident was deeply regrettable, but denied that the people who conducted the ceremony were BJP members.
Nadda said the BJP does not endorse such activities and that it would investigate what happened at the Haldwani venue.
He also said that the reported incident was distressing not only for the Congress but for society as a whole. Nadda said the BJP had no policy or position supporting such conduct.
While Nadda expressed regret that Kharge's sentiments were hurt, he also objected to holding the BJP responsible when the party denied involvement and promised an inquiry.
The exchange highlighted the political sensitivity in the moment because of both allegations of caste discrimination and questions of constitutional values.
Rajya Sabha Chair Condemns Alleged Insult
The Rajya Sabha Chair also intervened during the discussion and stressed that an insult to one member of the House should be seen as an insult to the institution as a whole.
The Chair said the incident should be condemned irrespective of political affiliation and those responsible should be identified and punished.
The intervention attempted to shift the political fight between Congress and BJP away from the issues around dignity and the right of public life to the social and political struggle of equal rights.
What Happened at Haldwani?
The controversy started after the purification ceremony at Haldwani's Ramlila Ground following Kharge's August 8 rally.
Uttarakhand Congress chief Ganesh Godiyal alleged that the Shri Ram Sena was responsible for the ceremony and claimed that the organisation had links with the BJP.
The BJP has rejected the claim and argued that the Congress is attempting to politically associate the party with an act it does not endorse.
Godiyal also alleged that Kharge’s Dalit identity was behind the purification ritual and criticised the authorities for allegedly failing to take action against those involved.
The allegations have not been accepted by the BJP, which has said the ceremony was not linked to the party.
BJP Gives Different Explanation
Uttarakhand BJP spokesperson and Cabinet Minister Khajan Das rejected the accusation that the ritual was related to Kharge's caste.
Das instead claimed that slogans raised during the Congress rally had hurt the sentiments of members of the Sanatan community.
He said that the Ramlila Ground has religious significance and that slogans associated with another religion had offended people.
The competing explanations have added another dimension to the controversy; both sides now offer different accounts of why the purification ceremony was conducted.
Political Row Moves to Parliament
Haldwani’s case has now moved beyond state-level politics and is now the subject of debate in Parliament.
Kharge has framed the matter as a matter of constitutional values, dignity and caste equality, while the BJP has denied responsibility and promised an investigation.
Nadda's assurance that the incident would be examined is likely to be closely watched, particularly as Congress demands accountability.
Caste discrimination, religious sensitivities and constitutional equality are also under debate, and the debate has been on the rise in India.
For now, the basic question is who in government organised the purification ceremony, what motivated the act in question, and whether any political organisation was involved.
Even though the BJP has categorically said it does not support such conduct, the Congress has demanded accountability and raised the incident as an example of what it describes as caste-based discrimination.
So the matter is likely to remain a point of political confrontation until the promised investigation identifies the facts behind the Haldwani ceremony and the people involved.
