Karnataka Chief Minister D.K. Shivakumar's cabinet portfolio allocation has made clear what is the role of the newly formed state government and the roles of other high-profile Congress leaders in this process and it has also given an indication of the responsibilities of the newly formed State Government.
The Cabinet portfolio allocation was made in June 2026 after the new ministry was formed and the chief minister and his cabinet were allocated certain key departments such as Finance, Home, Revenue, Bengaluru Development, Public Works, Health and Water Resources.
Chief Minister D.K. Shivakumar retained the Finance portfolio as well as Cabinet Affairs and Department of Personnel and Administrative Reforms. He was also given Intelligence and portfolios that were unallocated. Holding Finance gives the chief minister a direct responsibility for the state’s fiscal management, including budget planning, expenditure planning and the general financial management for all.
Deputy Chief Minister G. Parameshwara
Deputy Chief Minister G. Parameshwara was given the Revenue portfolio along with Sports and Youth Empowerment. The Revenue Department is one of Karnataka’s most important administrative departments and deals with land administration, revenue and several responsibilities related to district level government. He is then in charge of a department which is spread across the state.
Priyank Kharge
One of the most closely watched allocations was the Home Department, which went to Priyank Kharge. He was also assigned Information Technology and Biotechnology responsibilities. The Home portfolio is particularly important because it handles important areas of internal security, policing and law-and-order administration, while the IT-BT portfolio puts Kharge in charge of a sector that is a core aspect of Karnataka’s technology-driven economy.
Krishna Byre Gowda
Krishna Byre Gowda was assigned Greater Bengaluru Development, making him a key figure in the administration of Karnataka’s capital region. Bengaluru Development was one of the most discussed portfolios during the allocation process, and the media reported that senior Congress leader Ramalinga Reddy was also interested in the department. Byre Gowda’s eventual allocation put him at the heart of government plans for urban infrastructure and Bengaluru’s development.
Ramalinga Reddy
Ramalinga Reddy was assigned the Water Resources portfolio. The department is especially important for Karnataka because the state has long-standing water-management problems including irrigation requirements and disputes regarding interstate river water. His portfolio could therefore be quite significant as the government focuses its attention on irrigation and water-resource priorities.
K.J. George
K.J. George retained Energy and was additionally given Tourism. Energy is still a critical department in Karnataka because of the large industrial base in the state and a growing population of cities. Tourism is the development and promotion of the state’s diverse destinations including heritage, wildlife and cultural places.
M.B. Patil
M.B. Patil kept the Large and Medium Industries portfolio, which is relevant for Karnataka which has become a key industrial and investment center.
Satish Jarkiholi
Satish Jarkiholi was given the Public Works Department with the major infrastructure responsibilities.
K.H. Muniyappa
K.H. Muniyappa stayed in Food and Civil Supplies and Consumer Affairs.
Sharan Prakash Patil
Sharan Prakash Patil continued in Medical Education.
U.T. Khader
U.T. Khader was appointed Health and Family Welfare, a department of healthcare delivery and public-health administration.
Eshwar Khandre
Eshwar Khandre was given Rural Development and Panchayat Raj, a key department for village-level infrastructure, local governance and rural welfare programmes.
Yathindra Siddaramaiah
Yathindra Siddaramaiah was assigned to Urban Development with responsibilities such as urban water supply and drainage and various urban development authorities with specific exclusions in the allocation. His portfolio will be of key importance as Karnataka is facing rapid urbanisation and infrastructure needs.
Byrathi Suresh
Byrathi Suresh was assigned the Transport portfolio. Transport is also another high-impact department because of the state's vast public transportation network and the growing mobility needs of Bengaluru and other cities. The department is also very much involved in promoting connectivity and public transportation in Karnataka.
The portfolio allocations followed D.K. Shivakumar's swearing-in as the new Chief Minister in June 2026 along with 13 cabinet ministers. Reports indicated that there was a lot of internal discussion on the distribution process, especially of the Bengaluru Development portfolio. These ministers were able to begin work in their departments once the notification was issued.
The new allocation gives the Shivakumar-led administration responsibility for a wide range of sectors, from finance and policing to infrastructure, health, industries, agriculture-related administration, transport and urban development. The performance of individual ministers will now be closely watched as the government begins implementing its policy priorities.
The allocation is important for Karnataka residents because ministerial departments have a direct impact on daily life like roads, public transport, healthcare, electricity supply, food supply, urban infrastructure development, rural development and employment. Now the portfolios are in place, the focus will shift from the distribution of departments to the effectiveness of the ministers in carrying out their responsibilities.
