Bengaluru: The political arena of Karnataka is set for another important electoral battle and the Election Commission of India has declared elections for four vacant seats in the Karnataka Legislative Council. The election to hold elections for Legislative Council seats in four of the seats will be held as part of a broader election campaign for 28 Legislative Council seats in several states such as Uttar Pradesh, Bihar, Maharashtra and Karnataka.
In Karnataka, elections will be limited to four constituencies- two Graduates' Constituencies and two Teachers' Constituencies. The voting process is taking place to fill the seats that will fall vacant after the end of the term of the present members of the parliament. Polling of all four seats in Karnataka will take place on October 23, 2026, and votes will be counted on October 27, 2026, according to the Election Commission schedule.
The announcement has formally triggered the election process in the concerned constituencies and the Model Code of Conduct has been enacted immediately. Political parties and potential candidates in the affected areas are now getting ready for an intense and competitive affair.
Election Schedule Announced
According to the timetable issued by the Election Commission, the official notification for the elections will be issued on September 29. Candidates wishing to contest the elections can file their nomination papers until October 6, which has been fixed as the last date for nominations.
The nomination papers will be examined on October 7 and candidates who wish to withdraw their nominations will be allowed to do so until October 9. After the formalities have been completed, voting will take place on October 23 from 8:00 am to 4:00 pm.
The Election Commission has set October 27 for the time of counting and the results are declared.
Four Seats Going to Polls in Karnataka
The elections are taking place because the terms of four sitting Karnataka Legislative Council members will expire on November 11, 2026. To maintain representation, the Election Commission has started the process of electing the new members before the term of the current ones ends.
The four constituencies going to the polls are:
- Karnataka South-East Graduates’ Constituenc
- Karnataka West Graduates’ Constituency
- Karnataka North-East Teachers’ Constituency
- Bengaluru Teachers’ Constituency
These constituencies have their own electorate. Unlike Assembly or Lok Sabha elections, only graduates or eligible teachers in the respective constituency are eligible to vote. So the elections are particularly important for education and the graduate community.
Members Retiring in November
The four members whose terms are ending on November 11 are:
- Chidananda M. Gowda - Karnataka South-East Graduates’ Constituency
- S.V. Sankanur - Karnataka West Graduates’ Constituency
- Shashil G. Namoshi - Karnataka North-East Teachers’ Constituency
- Puttanna - Bengaluru Teachers' Constituency
At this point in time, political parties will start consultations and candidate selection processes in the coming days.
Importance of the Elections
Though the number of seats is small, Legislative Council elections attract much political attention because they give parties a chance to extend their position in the Upper House of the Karnataka Legislature. Graduates’ and Teachers’ Constituencies are also politically significant as they represent educated and professional communities.
The contests will see a lot of campaigning on education policy, jobs and higher education reform and issues of teachers and graduates. Candidates generally communicate directly with voters at meetings, educational forums and professional associations.
At the national level, the October 23 elections will cover 28 Legislative Council seats in various states. Along with the four seats in Karnataka, elections will also take place for 11 seats in Uttar Pradesh, 8 seats in Bihar and 5 seats in Maharashtra, so it will be an important electoral exercise.
With the notification due on September 29, political activity in the four Karnataka constituencies is expected to intensify. Parties will expect to hold on to their seats or make gains, and graduates’ and teachers’ communities will try to elect their representatives for the next term.
