In light of this, Lokayukta officials conducted surprise inspections at Udupi City Municipal Council (CMC) after complaints about delays in the disposal of public applications and civic service requests.
The inspection was carried out by a team of Lokayukta officials under Inspector Manjunath. The visit came after several complaints were received from the public that the applications submitted to the municipal council had remained pending for long periods of time without any action or resolution.
The complaints were mainly due to delays in the processing of civic applications, approvals, certificates and other administrative services which are the responsibility of a municipality, sources said. Citizens had been frustrated and upset at the long waiting times and lack of communication with them about their applications, they said.
In response to these complaints, the Lokayukta team arrived at the municipal office and began a thorough review of records and files in different departments. Staff reviewed pending applications, looked at file movement along with working in various administrative departments in the municipality, and examined efficiency.
During the inspection, the team looked for reasons from concerned officials for the delay in filing documents and the reason for the backlog of pending cases. Applications that had not been resolved in time were thoroughly reviewed.
Lokayukta officials looked at documents relating to file disposal, administrative approval and citizen grievance redressal mechanisms, sources said. The inspection was also to check if procedures and timelines were followed by municipal staff while dealing with public requests.
As a result, the surprise visit generated a lot of activity in the municipal office, and officials and staff had to provide documents and information required by the inspection team. The exercise was conducted to identify the bottlenecks in administrative function and the transparency of public service delivery.
Such delays in processing applications affect the citizens who rely on municipal approvals to make decisions for various purposes, such as property, trade licenses, building permits, water and sanitation services, etc., in all aspects of the municipality, public administration experts say. The timely disposal of the applications on these applications is crucial to the public trust in government institutions.
The inspection has been welcomed by Udupi residents as the first step in the right direction of governance reforms to improve governance and overcome decades of administrative delays.
