Maharashtra Buys Air India Building for ₹1,601 Crore at Nariman Point

The Maharashtra Government has acquired Mumbai's Air India Building in Nariman Point in a significant real estate transaction for Rs 1,601 crore. The deal was made official in front of Chief Minister Devendra Fadnavis in the Maharashtra Public Works Department (PWD) Mantralaya.

The acquisition is the completion of a years-long project of the state government to acquire more office space in South Mumbai and reduce the reliance on rented properties for various administrative departments.

A Mumbai Landmark Changes Hands

The Air India Building has been a landmark of Mumbai for nearly five decades, perched along the city's iconic coastline. Made in 1974 on reclaimed land at Nariman Point, the 23-storey sea-facing tower was a part of the city’s corporate image and, for many years, was Air India’s headquarters.

The building is located in one of India’s most prestigious and expensive business districts and is on the opposite side of Marine Drive and the Arabian Sea. For generations of Mumbaikars and visitors, the building has been an integral part of the city’s skyline.

Following Air India’s privatisation and takeover by the Tata group, the property was transferred to Air India Assets Holding Ltd as part of the airline’s non-core assets portfolio. This paved the way for the Maharashtra government to pursue its acquisition plans.

Years of Planning and Approvals

The Maharashtra government began looking into purchasing the building in 2021. The move was driven by the requirement for office space around Mantralaya, the state administrative headquarters, where departments work out of separate locations due to space constraints.

After discussions and reviews, the Maharashtra Cabinet approved the purchase in November 2023, and the proposal was approved by the Central Government in March 2024. In the last years of 2016, the State's Finance Department released nearly ₹1,600 crore to support the transaction, which was the last hurdle before the transfer could be completed.

The formal purchase now gives the state full ownership of one of Mumbai’s most prominent office towers.

Plans for a modern government Complex

Public Works Minister Shivendrasinhraje Bhosale termed the acquisition as the first step in the consolidation of Maharashtra’s administration system. The government intends to convert the property into a modern, citizen-friendly government complex, he said.

The building will be built with the highest level of service, sustainability, efficiency and public convenience, he said. We want to create a single administrative centre that can house multiple government departments in one place.

But officials said no renovation work or redevelopment work will be started immediately. An extensive structural audit will be performed on the building to determine its condition and to determine the future upgrades.

Based on the audit findings, the authorities will prepare detailed renovation and redevelopment plans for the ageing facility and the historical-scale site as a Mumbai landmark.

Strategic Importance for Maharashtra

The acquisition is strategically beneficial for the state government. With administrative departments spread across different buildings, the Air India Building provides an opportunity to consolidate operations closer to Mantralaya.

The availability of multiple offices in a single location will lead to better coordination among departments, lower rental costs and better service delivery of services to the citizens. The tower is also well-suited to be located near the government institutions and transportation networks (such as airports and government institutions).

And this move is consistent with the government’s larger effort to modernise public infrastructure and harness premium real estate assets in Mumbai.

A New Chapter for a Historic Building

Hence, the Air India Building has for years symbolised India’s national carrier and its presence at the heart of the country’s financial capital. Now that the Maharashtra government has purchased it, it has a new chapter as a centre of public administration.

As officials plan for structural assessments and redevelopment plans, the focus will now be on how the landmark tower will be adapted to meet contemporary governance needs in Maharashtra. If done well, the building would be transformational to a historic aviation landmark into one of the state's most important administrative addresses and still remain in Mumbai’s architectural and cultural fabric.
