The National Investigation Agency (NIA) on Monday filed a supplementary chargesheet against Pakistan-based terrorist Hafiz Saeed in connection with the April 22, 2025, Pahalgam terror attack that killed 26 people, including 25 tourists and a local civilian.
The supplementary chargesheet was submitted to the NIA Special Court in Jammu. Hafiz Saeed has been chargesheeted both in his own capacity and as the leader of the banned terrorist outfit Lashkar-e-Taiba (LeT) and its proxy organisation The Resistance Front (TRF).
The NIA has invoked several provisions of the Bharatiya Nyaya Sanhita (BNS), 2023, and the Unlawful Activities (Prevention) Act (UAPA), 1967. The charges include waging war against India, criminal conspiracy, and involvement in cross-border terrorism.
The latest filing is a continuation of the agency’s original 1,597-page chargesheet and outlines Pakistan’s alleged involvement in orchestrating the attack, Hafiz Saeed’s alleged involvement, and evidence gathered through forensic analysis, intelligence inputs, and extensive field investigations.
Just earlier, on December 15, 2025, the NIA had filed its main chargesheet against Pakistani terror handler Sajid Jatt, three terrorists who were later killed during Operation Mahadev in July 2025, and two arrested accused. The agency also named the banned Lashkar-e-Taiba and its proxy, The Resistance Front, as the groups that were involved in planning, facilitating, and executing the deadly attack.
The Pahalgam terror attack took place on April 22, 2025, in Jammu and Kashmir's Anantnag district, where Pakistan-sponsored terrorists allegedly carried out religion-based targeted killings. 25 tourists and one local resident were killed and several others were injured in the incident, which shocked the nation.
The case was initially registered as FIR No. 25/2025 at Pahalgam Police Station. After a preliminary investigation by the Jammu and Kashmir Police, the Ministry of Home Affairs transferred the probe to the NIA, which has since been leading the investigation into the alleged cross-border conspiracy.
The anti-terror agency said investigations are still ongoing to uncover the full extent of the conspiracy and to find out who was involved and identify all the individuals involved, and the evidence is still being examined, and to collect more evidence against those who were behind the conspiracy.
Hafiz Saeed, the founder of Lashkar-e-Taiba, is also a terrorist in India and international eyes. According to the Ministry of Home Affairs' 2019 notification, he has been associated with some of the major terror attacks in India.
These include the Red Fort attack in December 2000, the Rampur CRPF camp attack in January 2008, the 26/11 Mumbai terror attacks that claimed 166 lives in November 2008, and the attack on a Border Security Force (BSF) convoy in Udhampur, Jammu and Kashmir, in August 2015.
With the supplementary chargesheet now filed, the NIA has further strengthened its case against Hafiz Saeed, reiterating India’s position that the Pahalgam attack was part of a larger cross-border terror conspiracy allegedly orchestrated from Pakistan.
