The dispute started when lawmakers were having a heated exchange over an issue in the House, it was later reported. What started with a verbal dispute went to physical and both legislators were involved in a fight, other MLAs and Assembly staff intervened to separate the two members and restore order, the local newspaper reported.

The reason for the scuffle has not yet been disclosed. But the incident is illustrative of the tense atmosphere at one point in recent minutes of the Delhi Assembly, in which AAP and BJP have been fighting like cat’s claws.

Images from the Assembly showed members clustering around the two MLAs as officials tried to prevent the situation from getting worse. Proceedings were interrupted for a short time before the House resumed business.

Neither the Aam Aadmi Party nor the Bharatiya Janata Party immediately gave a detailed statement on the incident. It is also unknown whether the Assembly Speaker will initiate disciplinary action or refer the matter to the House's privileges or ethics committee.

The clash has triggered political reactions from both parties and leaders from both parties are expected to comment on the incident. Physical altercations within legislative bodies are rare but have occurred in various state assemblies and Parliament during particularly heated debates.

Political observers noted that legislative assemblies are to be democratic forums for democratic debate and discussion and disagreements should be resolved by parliamentary debates instead of physical contact. Such incidents can easily attract criticism from people from all walks of life and elected members of the House of Representatives should keep the dignity and decorum of the House.

The Delhi Assembly has had a number of heated exchanges in recent years on governance and public services issues as well as law and order and Centre-State relations. Friday’s clash adds another chapter in the political rivalry between the ruling AAP and the opposition BJP in the capital.

As of now, no official announcement has been made about any disciplinary action against either Kuldeep Kumar or Ravi Negi. Additional details will be made after statements from the Assembly Secretariat, the Speaker or the two parties involved.

The incident will remain a major talking point in Delhi’s political circles for decades to come, but whether the Assembly authorities will take action to prevent such incidents in future proceedings is now the question.
