A first-year resident doctor at Surat’s New Civil Hospital and Government Medical College was found dead in his hostel room Sunday morning (9 August 2026) and a police investigation as well as a detailed inquiry has been launched by the Gujarat health department. The deceased has been identified as Dr Harsh Pandya, a resident doctor in the Microbiology Department.
Dr Harsh had joined the department around the end of February and had completed about five to six months of his residency. He was scheduled to attend emergency duty on Sunday morning. But when he did not show up and did not answer a number of calls to his hostel room, colleagues were concerned and went to the site to check on him.
A colleague had notified other doctors after they were unable to reach Harsh. Doctors and other colleagues went to the hostel room and repeatedly knocked on the door but no one answered. They contacted other employees and security personnel. The door was eventually opened and Harsh was found in the room.
According to hostel security guard Prakash Rana, the incident came to light around 8:20 to 8:30 AM. They were told not to touch the body and emergency medical services were called. The incident was reported to the police and officers from Khatodara Police Station came down to the hospital campus.
Police conducted a panchnama on the scene and examined the hostel room to start the investigation. No suicide note has been found during the initial search, the investigators say. The doctor's death is not yet entirely clear what led to it, but authorities are looking at various angles.
The body was examined for a panel and forensic post-mortem examination, according to Gujarat Health Minister Pran Pansheriya. The results are expected to give important information to investigators as they try to establish the circumstances and possible cause of death.
Ragging And Harassment Angle Under Investigation
At the time the Gujarat health department ordered a detailed investigation into whether Dr Harsh had been facing ragging, mental harassment, workplace pressure or any other difficulties during his residency. But until now, it is not known whether ragging or harassment caused his death and the allegations remain under investigation by the authorities.
A committee has been formed to investigate the circumstances surrounding the incident by the Dean and Superintendent of New Civil Hospital. Dr Jayesh Sachdev, the additional Director of Medical Education, Gandhinagar, has also been appointed to monitor the inquiry.
The committee will speak to resident doctors, students and others at the hostel. Their comments could help investigators determine whether Harsh had any difficulties in the days or weeks before his death.
The inquiry will also look into any incidents where senior residents, fellow students or individuals involved in the case were involved. Evidence to be considered, statements and forensic findings, the investigators are to confirm before coming up with any conclusions.
Health Minister speaks to family
Health Minister Pran Pansheriya said that the inquiry would continue and that authorities would investigate whether there had been any ragging, harassment or another form of pressure. He also said he spoke twice with Dr Harsh's father, who is a doctor himself and resides in Modasa.
The minister expressed his condolences to the family and assured them that the government would conduct a proper inquiry and action would be taken against anybody found responsible after the investigation establishes the facts.
Pansheriya appealed to medical students and resident doctors who are struggling to contact their dean, superintendent or health department without delay to come forward. The appeal comes at a time when mental health and working conditions of young doctors and medical residents are in great need of help.
Probe to Establish Exact Circumstances
The death has caused worry among doctors and students at the New Civil Hospital campus. The death has been confirmed as a suspected suicide and the exact cause and reason behind Dr Harsh's death are not yet known.
Police and the inquiry committee are reviewing evidence, forensic evidence and statements from those who knew the deceased. The investigation will determine whether ragging, mental harassment, workplace pressure or another factor played a role.
So far, the government has advised that conclusions cannot be drawn before the investigation is finished. The health department has asked that the committee present its findings within a short time. But it will have to make more decisions based on the evidence gathered in the investigation.
The case has also brought into sharp focus the importance of grievance-redressal mechanisms and anti-ragging measures in medical colleges and residential hostels for young doctors in the midst of demanding postgraduate training.
