Tamil Nadu farmers have also received a substantial financial relief announcement on the basis of the Indian government extending the state government’s new crop loan waiver programme which will help 14,43,504 farmers in a new crop loan waiver scheme which will give them an estimated relief of ₹5,932.23 crore.
The new policy will provide relief to farmers who have made crop loans with various cooperative banks during the period from 1 May 2025 to 28 February 2026 as they can apply for crop loans and it will give farmers in Tamil Nadu farmers with the time period in which they are planning for cultivation and are under pressure from agricultural borrowings.
Under the new scheme farmers who have taken crop loans of up to ₹75,000 through cooperative banks will receive a full waiver of the eligible loan amount. Farmers whose crop loans are over ₹75,000 will get a waiver of ₹35,000, according to the government announcement.
Farmers’ representatives and farmers’ groups had also expressed their opinions regarding a loan waiver proposal announced by the state government in May.
The new plan is much broader than the original one. The Tamil Nadu government had announced a waiver of crop loans up to ₹50,000 for marginal farmers who had borrowed from cooperative banks on 25 May. The original plan also provided different relief for small and large farmers. The government held a review meeting in response to the demand for a larger waiver and expanded the assistance to cover crop loans up to ₹75,000.
The new package will benefit farmers across different categories. The total number of beneficiary count is 14,43,504 farmers according to the published figures. Of those, 8,33,773 farmers are classified as marginal farmers, 5,16,183 are small farmers and 93,548 are farmers of the other category. The total amount of waiver is estimated to be ₹5,932.23 crore.
For the marginal farmers, the estimated waiver amount is about ₹3,599.67 crore and covers more than 8.33 lakh beneficiaries. Small farmers account for about ₹1,995.42 crore of the relief estimated and the rest of the population is about ₹337.15 crore. The figure shows the scale of the programme and how much money is being expended on crop loans from cooperative banks.
The loan waiver is particularly important because agricultural borrowing can affect a farmer’s ability to purchase seeds, fertilisers and other inputs required for the subsequent cultivation cycle as well in order to achieve the cultivation cycle in the future. As of now, the government has said, the relief could help farmers to get fresh loans for the cultivation season.
Another important aspect of the scheme is the loan period. Only eligible crop loans obtained through cooperative banks between May 1, 2025 and February 28, 2026 are covered by the revised announcement. Therefore farmers will need to meet the stated eligibility criteria to apply for the waiver. The scheme is not a blanket cancellation of every agricultural loan held by farmers in the state.
The announcement also takes into account the financial state of the Tamil Nadu government. According to the government release cited by PTI, the state adopted the Reserve Bank of India’s model operating procedures for government loan-waiver schemes for the purpose of the revised programme. The procedures state that the government should fully disburse the crop-loan-waiver amount within 45 to 60 days.
The decision comes at a time when farmers' organisations were also in need of broader relief from agricultural debt. The announcement on the waiver of ₹50,000 initially was met by farmers with higher crop loans (and farm organisations) who had been seeking a wider scheme. The decision in January to extend the full waiver to ₹75,000 and provide a fixed ₹35,000 waiver for loans above that amount has been revised, with the new waiver rate of ₹75,000.
The announcement will have repercussions beyond immediate debt relief. Cooperative banks are important for agricultural credit, especially for farmers who depend on institutional lending for cultivation expenses. So it will be very important to ensure that farmers get credit for what they do in future agriculture activities.
At the same time, the loan waiver does not mean that every farmer in Tamil Nadu will automatically have all outstanding agricultural debt cancelled. The scheme has specific conditions on the type of loan, lending institution, loan period and amount. Farmers will therefore need to follow the eligibility and implementation guidelines issued by the state authorities and cooperative banking system.
The ₹5,932.23-crore package is a heavy financial commitment by the Tamil Nadu government. With more than 14.43 lakh farmers expected to benefit, the scheme is among the state’s biggest agricultural relief measures to date. How efficient the waiver will be will depend on how smoothly we can implement it and get the farmers the needed benefit in the short term.
For farmers who are eligible, the revised scheme could provide relief from current crop loan debts in line with crop-loan debt could be helpful for those farmers who can apply for it. It should help them to be able to plan the next crop-loan relief from crop-loan debt and can also help them to plan for the next cultivation cycle without the same debt load that they face with it.
The extension of the waiver program as the government has expanded the waiver after discussions with farmers and pressure from farming groups and the farming community has been approved by the government and farming groups to develop agricultural credit in rural communities has also made it clear how important agricultural credit is in the state’s fiscally important to rural people in the rural economy.
As implementation goes forward, farmers and cooperative banks will be watching for the details of documentation, verification and disbursement. But that is the new announcement, and the new announcement is a major step in Tamil Nadu’s farmer relief efforts, with the estimated relief amount of ₹5,932.23 crore for crop loans for more than 14.43 lakh eligible farmers.
