Karnataka Chief Minister D.K. Shivakumar has sought to comfort disappointed Congress legislators amid increasing speculation over a possible cabinet reshuffle in the state.
Meeting party MLAs who were expecting ministerial seats, Shivakumar said he had learned from the past that politics requires patience and perseverance and in fact had lost out on opportunities before rising to high-profile leadership positions.
Shivakumar said: "I too missed out once. Everybody cannot become a minister at the same time. Opportunities come with time."
His comments come after some Congress MLAs have expressed disappointment over not being included in the state cabinet despite the party's decisive victory in the Karnataka Assembly elections this year.
Cabinet reshuffle or expansion of the government could help balance regional, caste, and community representation while addressing the dissatisfaction of the ruling party, they say.
Shivakumar told party members to remain united and not make comments on the government's image that could make it unpopular. The party leadership is committed to every MLA and all cabinet appointments are made after careful consideration of a lot of things, he said.
The Chief Minister also stressed discipline in the organization. He observed that the leadership of Congress consistently rewarded dedicated workers over time. Patience and commitment are the qualities required for leaders aspiring to hold ministerial duties, he said.
The cabinet reshuffle has generated more speculation in recent weeks with several legislators openly demanding ministerial positions. Some MLAs have argued that they had played an important role in the party's electoral victory and need their representation in the state government.
Political analysts believe the Congress high command will need to manage these expectations carefully to avoid internal division. Any reshuffle will need to do more than just accommodate dissatisfied legislators; it has to improve governance and bring balanced political representation across Karnataka.
The opposition Bharatiya Janata Party (BJP), by contrast, has attacked the Congress government on the ground that there are internal differences and that it is evidence of instability in the ruling party.
But Congress leaders have denied such allegations and stress that discussions about cabinet posts are a routine part of democratic politics.
Shivakumar’s statement is widely seen as an attempt to ease tension and to unite the party at a time of great political tension.
It was in telling his own story in the Congress that he wanted to remind young ministers that leadership comes after years of hard work and not in a short-lived political career.
Whether the Karnataka government will conduct a cabinet reshuffle soon will be seen. The Congress leadership has kept the internal harmony going, so long as they are in charge of the state for the time being.
