The debate on the expansion of Karnataka Cabinet is just getting started and senior Congress leaders are camping out in New Delhi as the party's top brass are working on finalizing the list of new ministers.
The process to fill 20 ministerial posts, which could be filled in the future, has been a matter of intense negotiations between the Congress leadership and the cabinet. While discussions have already been made, the final panel of ministers is yet to be approved. A meeting of Congress leader Rahul Gandhi will be critical to give the names the final approval for the swearing-in ceremony in Bengaluru.
According to party sources, a crucial first meeting was held in Delhi under the leadership of AICC General Secretary K.C. Venugopal, where senior Karnataka Congress leaders discussed various aspects of the Cabinet expansion including regional representation, caste balance, administrative experience and political considerations. Although great progress was made during the talks the leadership decided that the final decision should be taken after a detailed consultation with Rahul Gandhi who continues to play a major organisational and political decision-making role in the Congress party.
The meeting with Rahul Gandhi will be one of the most significant consultations since Cabinet expansion came about. Senior leaders from Karnataka (Chief Minister Siddaramaiah and Deputy Chief Minister D.K. Shivakumar) are expected to be involved in discussions before the final list is approved. After the meeting, the state leadership will return to Bengaluru with approved names for induction into the Cabinet.
The expansion is at a critical period for the Congress government which has several ministerial vacancies. Filling these positions will help in improving governance so as to better share responsibilities of the department and to also keep political expectations on the part of the ruling party. In the long run, legislators from different regions of Karnataka will be able to have broader geographical and social participation in the state government.
Preparations for the swearing-in ceremony are already on. The Chief Minister’s Office has communicated with Raj Bhavan, asking officials to make the necessary arrangements for administering the oath to the new ministers. If the final approval is given after the Delhi meeting, the oath-taking ceremony is expected to be conducted later this week under state-of-the-art regulations.
The developments have also altered the Governor Thaawarchand Gehlot's official schedule. The Governor, who was on an official visit to Madhya Pradesh, had planned to visit Bengaluru later, but after this visit was curtailed by the Karnataka government, he had to return to Bengaluru in time to conduct the Cabinet swearing-in ceremony. He will then return home earlier to Bengaluru so that constitutional procedures for the induction of new ministers can proceed without delay.
The expansion of the Cabinet is of much more than an exercise in filling open portfolios. It is expected to be a reflection of the Congress leadership’s attitude of unity within the party, of balancing differences between the parties and of the government’s administrative capacity. Since becoming President, the Congress government is doing some welfare programmes and development programmes and ministerial roles have become increasingly central to the delivery of effective governance.
The selection process has been considered for legislators according to administrative capacity, electoral performance, regional representation, organisational capability and social and community balance in the Cabinet. These are common considerations in the Cabinet construction process especially in major politically important states such as Karnataka where regional aspirations and coalition building in the party are of utmost importance.
Leaders and legislators aspiring for ministerial positions have been monitoring developments in Delhi closely. The delay in making the final list has led to much political speculation on which parliamentarians would be able to get in Cabinet and if existing leadership would receive new tasks. But Congress leaders have said that they do not think that they have to make such decisions but that it is done through internal discussions.
