An unusual protest against the stray-dog problem took place at the Niphad Nagar Panchayat office in Nashik district, Maharashtra, on September 17, 2026. Activists and local residents brought stray puppies into the civic office and placed them on the table of Chief Officer Dheeraj Bhamre to say they had to act immediately to tackle what they said is an ever increasing menace.
The protest was led by Yuva Sena district chief Vikram Randhave, according to reports from India Today and Times of India.

The demonstration reportedly involved bringing four to five stray dogs into Niphad Nagar Panchayat premises. Videos from the incident show the animals on the Chief Officer's table.
They said they wanted to bring attention to complaints by residents about stray dogs in Niphad and around. They said residents, who were having trouble with children, women, older people and motorists, were being affected by the increase in stray animals.

Protesters Raise Dog-Bite Concerns
According to the protesters’ claims, a number of residents had been bitten by stray dogs and repeated complaints had not been taken seriously.
The issue was also related to concerns during the festival. Randhave said stray dogs around the Ganeshotsav venues were causing fear among people coming to religious and public events.
The protesters wanted sterilisation drives, proper dog-catching strategies and more effective population control measures, they said.
Currency Garland adds to Dramatic Protest.
The demonstration also included a strange gesture. Protesters attempted to put up a garland made from currency notes around the Chief Officer, accusing the civic administration of failing to address the stray-dog problem.
The protest caused tension inside the office - an argument and some physical jostling between workers and protesters, according to some reports. The dogs were then removed from the office.

Civic Administration Asked To Act
The protest is indicative of the continuing problem of local administrations dealing with stray-dog populations and public safety and animal welfare problems.
