Odisha Governor Dr Hari Babu Kambhampati Urges OAS Probationers to Uphold Integrity in Public Service

Odisha Governor Dr Hari Babu Kambhampati met probationer trainees of the Odisha Administrative Service (OAS) who were instructed to practise integrity, transparency and dedication as they are about to enter public administration. To future civil servants, he emphasized that honesty and a strong commitment to public welfare are the basis of good governance.

Dr Kambhampati also emphasized the importance of civil servants in setting up policies and making government programs that benefit the welfare of the citizen. He told the probationers to approach every task sincerely, professionally and with the right attitude of accountability and to understand that public office is a position of trust, not privilege.

The Governor noted that the role of administrative officers is more than just for governance. They can be the first in line for government to communicate with people and therefore they are vitally important to public confidence in the administration. He told the trainees to be at the people’s disposal, understand their local problems and work hard to solve them in a fair and transparent manner.

Dr Kambhampati stressed the importance of ethical leadership and asked probationers not to allow too much influence but to follow the Constitution. He said integrity is unalterable in any situation and the pressure of life and work will always be there. Honesty and impartiality, he said, will not only support institutions but will also strengthen democratic values.

Governance in India is also evolving and the Governor told the trainees how to improve their technical knowledge and skills with the help of digital technologies, data-driven decision making and citizen-driven service delivery. He said innovation is important but technological advancements can also bring transparency, efficiency and accessibility to public administration.

Dr Kambhampati also recommended that the probationers develop empathy towards citizens. He said empathy for the needs of the most marginalized and vulnerable communities is the key to inclusive development. Administrative officers, he said, need to make sure government schemes and public services are oriented towards all the people without discrimination.

The Governor also stressed collaborative cooperation among government departments. Good governance is about collaboration between administrative officers, elected members and local institutions, he said. Civil servants can respond to developmental challenges more effectively if they work together and communicate with each other to get better results for the people.

Dr Kambhampati illustrated Odisha's ongoing development trajectory by making it very clear that trainees should contribute to the state's development through innovative ideas and efficient implementation of public policies and that young officers have a very good chance to make a lasting contribution to society through service. He emphasized the importance of strengthening education and healthcare, sustainable development, and rural empowerment.

The interaction was both a way of orientation for the probationer trainees. The message from the Governor was the same as always: administrative excellence is measured not only in efficiency but also in compassion, fairness, and ethical behavior. He also told the future officers to be humble, to remain connected with the people they serve, and to continue to improve governance standards.

OAS probationers are about to take on a number of duties in various districts and departments and the Governor’s speech is a timely reminder of the character expected from public servants. Integrity, transparency, accountability, and dedication are essential qualities for ensuring an efficient administration.
