Karnataka Deputy Chief Minister D.K. Shivakumar had discussions with Polish Prime Minister Donald Tusk on investment, trade and technology cooperation at the India–Poland Business Forum in Bengaluru. The meeting focused on strengthening the economic ties between Karnataka and Poland, with special focus on aerospace, defence, advanced manufacturing and technology.

This comes during Tusk’s official visit to India from October 21 to 23, 2026, with a delegation of business representatives. The visit aims to develop commercial cooperation and opportunities for both countries.

In the meeting, Tusk highlighted Karnataka as an important gateway for Polish investment in India. Shivakumar, in turn, emphasized the advantages of merging Bengaluru's technology ecosystem with Poland's expertise in manufacturing and industrial innovation.

The meeting also included a proposed investment of ₹80 crore for the Polish company TZMO in Vemgal, Karnataka, which is expected to create around 1,000 jobs if the project goes ahead.

Aerospace, Defence and Advanced Manufacturing in focus

A major focus of the discussion was cooperation in aerospace, defence and advanced manufacturing. In these sectors, industrial partnerships and technology transfer, as well as research collaboration and specialization of manufacturing capabilities, are available.

Karnataka has an established technology ecosystem around Bengaluru, while Poland has industrial and manufacturing capabilities that could complement the state's strengths. Shivakumar emphasised the need to bring these capabilities together to create new business opportunities.

The discussions also included collaboration in emerging technologies and other industrial sectors. Such partnerships would give companies access to new markets as well as boost investment in manufacturing and innovation.

Shivakumar also discussed Karnataka's new aerospace and defence policy, which is based on the idea of attracting investment and promoting companies in Karnataka.

TZMO Proposes ₹80 Crore Investment in Vemgal

One of the key investment developments of the meeting is the proposed investment by Poland-based TZMO Group in Vemgal, which is located in the Kolar region of Karnataka.

According to the state government, the project involves an investment of approximately ₹80 crore. The Karnataka Industrial Areas Development Board (KIADB) has allotted five acres of land for the proposed facility.

The project will create about 1,000 jobs, though the employment numbers and recruitment timeline will depend on implementation. It is also expected that smart adult incontinence pads would be manufactured at the proposed facility, local newspapers reported.

The investment is significant for Karnataka to attract manufacturing projects beyond Bengaluru. New industrial facilities in such places as Vemgal could enlarge jobs and strengthen local industrial development.

But investment and job numbers should be understood as announced project plans and expectations as opposed to actual results.

Infosys’ presence in Poland is an indication of technology cooperation

Shivakumar referred to Infosys's nearly 20-year presence in Poland as an example of the established business link between India and Poland.

The reference highlighted the potential for companies from Karnataka to expand internationally while Polish businesses explore opportunities in India’s technology and manufacturing markets.

Bengaluru’s strengths in software, information technology, artificial intelligence and innovation could complement Polish capabilities in industrial production and engineering. Partnerships in these areas may bring opportunities for joint ventures, research and technology-driven manufacturing.

Shivakumar encouraged Polish companies to invest in Karnataka and not be restricted to Bengaluru. The state’s other districts also offer industrial locations and opportunities for companies that want to set up or expand manufacturing operations.

Poland invited to Karnataka Global Investors Meet 2027

Another important outcome of the discussions was Shivakumar’s invitation for Poland to participate as a partner country at the Karnataka Global Investors Meet in 2027.

The participation would provide a platform to demonstrate investment opportunities in Karnataka to Polish entrepreneurs and strengthen commercial ties between the two sides.

A partner-country role could also facilitate the engagement between companies, industry bodies and government officials. Investment in new technologies, strengthening local industries, jobs and exports will be aimed at the state.

The invitation is part of Karnataka’s larger plan to expand investment partnerships internationally and promote industrial development in the state.

Ministers and Senior Officials attend the meeting

The meeting was attended by Karnataka Minister for Heavy and Medium Industries and Infrastructure Development M.B. Patil, IT-BT and Home Minister Priyank Kharge, and senior government officials.

Polish representatives also participated as part of the delegation accompanying Prime Minister Donald Tusk. Their presence provided an opportunity to discuss potential areas of cooperation and identify possibilities for closer engagement between businesses and government institutions.

D.K. Shivakumar and Donald Tusk’s meeting underlined Karnataka’s ambition to strengthen economic relations with Poland through investment, technology and manufacturing partnerships.

The proposed ₹80 crore TZMO project in Vemgal, with around 1,000 potential jobs, is one of the key investment developments highlighted during the engagement. The discussions on aerospace, defence, advanced manufacturing and technology, together with the invitation to Poland for the 2027 Karnataka Global Investors Meet, could provide a basis for further cooperation.

The next step is to translate these discussions and proposals into actual work in terms of projects, business partnerships and employment opportunities across Karnataka.
