Nepal Bans Indian Rickshaws at Border, Straining Bilateral Ties

In a step that has made headlines, Kathmandu Mayor Balen Shah, under his government, has banned Indian rickshaws from ferrying tourists into Nepal. Indian rickshaw pullers have been operating for decades between Jogbani (India) and Rani (Nepal), providing cheap cross-border transport.

The abrupt restriction has left many Indian workers without an income, but Nepali rickshaws and vehicles run freely inside Indian territory. The ban is regarded as a one-sided measure that has a disproportionate impact on Indian livelihoods.

Rickshaw pullers from Bihar who relied on daily cross-border trips now experience severe economic hardship. Many of them had cultivated decades-old relationships with the passengers and businesses in Nepal, rendering the decision not only disruptive but also emblematic of increasing hostility.

Nepal has also rolled out online customs clearance and digital tracking systems for Indian vehicles entering its territory, adding more friction to this conflict. Although officials say this is part of modernization and better border enforcement, critics view it as yet another barrier to Indian operators. There is an asymmetry in treatment: no such barriers prevail for Nepali vehicles entering India.

The development has triggered calls within India for a strong response. The public also insists that India has to protect the rights and livelihoods of its people, particularly if what neighboring countries are doing might look discriminatory.

Some argue for reciprocal measures in order to defuse, while others argue for “discerning” the situation through diplomatic steps before it gets out of hand. But ultimately, the ban highlights just how brittle India–Nepal relations are, as local policy can easily translate into wider relations between the two countries.

For Indian rickshaw pullers, the act is more than a political act it is a literal blow to their survival. Nepal’s tightening border controls — even as India responds with diplomacy — means that both sides face the task of holding one another at the high level of being both diplomatic and decisive in their policies, and that doing so comes with consequences.
