Congress has changed the leadership of its Punjab unit, with former state party chief Amarinder Singh Raja Warring stepping down and Jalandhar Cantonment MLA Pargat Singh appointed as the new president of the Punjab Pradesh Congress Committee (PPCC). This comes just before the 2027 Punjab Assembly elections and follows long-standing differences among senior leaders in the state unit.
Warring, who had headed the Punjab Congress since April 2022, submitted his resignation to Congress leader Rahul Gandhi on September 30. Warring said he was told by Gandhi in New Delhi that the newly appointed AICC general secretary in charge of Punjab, Sachin Pilot, wanted him to leave the state president's post.
Warring also referred to former Punjab chief minister Charanjit Singh Channi while discussing the leadership change. As mentioned, he said, “Channi saheb has won,” as he put it, the development in the context of the differences that had emerged between his camp and the group associated with Channi. Warring did state that nobody asked him to resign and that his decision was his own.
Warring Meets Rahul Gandhi
Warring met Rahul Gandhi in Delhi after submitting his resignation. He said the meeting covered several issues, including Punjab politics and his tenure as state Congress president.
Warring said the discussions with Gandhi were positive and he informed him about the party’s position in Punjab. He also said he had been aware of developments in the organisation and decided to step aside when he felt the circumstances warranted it.
Warring, after the party lost Punjab elections in April 2022, took charge of the Punjab Pradesh Congress Committee. His tenure witnessed continued differences among different sections of the state unit.
Pargat Singh appointed Punjab Congress Chief
Congress appointed former Indian hockey captain and Jalandhar Cantonment MLA Pargat Singh as Warring's replacement on October 2. The decision came hours after Warring stepped down.
Pargat Singh has been representative of Jalandhar Cantonment since 2012 and has been involved in Punjab politics for more than a decade. Before joining electoral politics, he went to the Punjab police and also had a distinguished career in international hockey.
He also represented India in three Olympic Games - Seoul in 1988, Barcelona in 1992 and Atlanta in 1996 - and led the national hockey team in the latter two Olympics. He also won a bronze medal at the Asian Games in 1986 and a silver medal in 1990. He won the Arjuna Award in 1989 and Padma Shri in 1998.
After entering politics, Pargat Singh first won the Jalandhar Cantonment seat on a Shiromani Akali Dal ticket in 2012. He left the party and joined the Congress. He won the constituency again for Congress in 2017 and retained it in the 2022 Assembly election.
During Charanjit Singh Channi's time as Punjab Chief Minister, Pargat Singh was a Cabinet Minister who held the portfolio for School Education, Higher Education, Sports and Youth Affairs, and NRI Affairs.
Months of Internal Differences
The leadership change follows months of dispute in the Punjab Congress. A few party leaders had been seeking a change in the state leadership, and Warring was still in charge.
Sachin Pilot was appointed AICC general secretary in charge of Punjab on September 5, replacing Bhupesh Baghel. Pilot also held talks with state leaders as part of the organisational process. Such discussions and an organisational assessment were what resulted in the leadership change, the reports said.
Earlier in July, Congress had retained Warring as state president and Channi as chairman of the party's campaign committee. Vijay Inder Singla was appointed to take charge of the election management committee. But the arrangement did not settle the differences in the sections of the state unit.
Channi and other senior leaders had been associated with demands for changes in the state organisation. The leadership dispute became one of the major organisational issues facing the party as it prepares for the next Assembly election.
Punjab Congress Prepares for 2027 Polls
The Punjab Assembly election is scheduled for 2027, when the Congress will challenge the ruling Aam Aadmi Party government of Chief Minister Bhagwant Mann in the state.
The appointment of Pargat Singh brings the party a new state-level leadership structure ahead of the election campaign. Channi will still be part of the campaign committee and other senior leaders will be involved in the party’s election planning.
Rahul Gandhi will also undertake a bus tour across Punjab as part of the Congress campaign programme. The party will have to coordinate its state leadership, election management and campaign committees as preparation for the 2027 polls intensifies.
The recent change is certainly a big organisational shift for Punjab Congress, but its political implications will be determined by the way the party's state-level leaders and organisational groups work together in the months ahead.
