The Supreme Court of India has criticized West Bengal Government led by Chief Minister Mamata Banerjee for wasting more time for the construction of Kolkata Metro Orange Line and its outcome and attention to be delayed, with the issue of festivals being prioritized over infrastructure development, which also had many interested in the political and public debate.
The court’s verdict, however, was directed at the long-winded progress of the Orange Line - the main metro corridor which would certainly improve the connection in Kolkata. Numerous obstacles to it have come forward during its lifetime, from long delays in terms of acquiring land to any kind of construction to many others.
According to another court document, the bench reportedly replied, “Is festival more important than development?” and is not for less than the same, as it might be a direct criticism of the state government’s haste with regard to the timeline for any project. Public infrastructure projects, especially those for congestion avoidance and therefore city development work should not be halted.
The Orange Line is seen as the most efficient addition to Kolkata's expanding metro and will allow drivers to reduce traffic congestion as well as relieve the commuting time of many. The late completion cost commuters a great deal to be stuck and put pressure on their transport systems.
At the hearing the court stressed the demand for accountability of public projects and timely execution so people were held responsible for this on the basis of its proceedings. In addition to the above, it sought the state government’s explanations of this and the steps being implemented so that a rapid moving forward can come to light.
The state government has also claimed the logistical problems and difficulties related to preparing for big public events were contributors to the delay. So what has gone on; officials stated that they also are doing what is needed as soon as possible to accelerate the project and start it up when everything is progressing.
High court remarks have provoked the reaction both of government leaders and public. Opposition parties have used the opportunity to criticize the government of mismanagement when it comes to development projects. In the meantime it is contended by opposition supporters that there can be many factors and some of them are more than one.
Urban development experts say urban areas for metro projects are complicated and, often in small to large scale urban areas, can have delays. They encourage planning and execution well and how they can avoid delay but focus on quick delivery is more crucial as an essential feature.
This case shows that cultural and social and developmental issues in the face of a rapidly growing urban environment are inextricably linked. For the city this festival contributes to the social fabric. To ensure long-term infrastructure needs are not compromised; thus, the court’s words were a reminder.
The Supreme Court will monitor the progress on the Orange Line project as it goes forward and the issue continues. The results with which the project will proceed will have big repercussions for Kolkata’s transport system as well as for other projects across the country.
