Tamil Nadu Industries Minister S Keerthana will meet with HD Hyundai officials in Chennai next week as the state government continues its efforts to improve relations with the South Korean industrial giant and realize the state government's shipbuilding ambitions in Tamil Nadu.
The meeting is coming at the same time as discussions around a large greenfield shipyard project in Thoothukudi are ongoing. The project can benefit Tamil Nadu in the context of India's shipbuilding and maritime industry as well as new opportunities in manufacturing, logistics, engineering and related sectors.
The engagement with HD Hyundai is important as the company has already been in contact with the Tamil Nadu government about the proposed shipyard. Keerthana visited HD Hyundai Heavy Industries shipyard in Ulsan, South Korea, in June 2026 and she saw shipbuilding operations, the production system and spoke to company leaders and representatives about possible cooperation. HD Hyundai was not shy to say that the visit was aimed at building up cooperation with Tamil Nadu in shipbuilding and maritime industry.
Focus on Thoothukudi Shipyard Project
The proposed Thoothukudi project is one of the major industrial projects linked to Tamil Nadu’s efforts toward modernizing maritime manufacturing sector. A greenfield shipyard project has been planned with a potential annual capacity of around 2.5 million gross tonnes (GT).
The proposed facility is expected to support large commercial vessel segments and could play a role in strengthening India's long-term shipbuilding capabilities. HD Hyundai and Tamil Nadu had signed an agreement related to developing the shipyard and cooperation was later expanded to involve the central government.

Keerthana's engagement with HD Hyundai
The Chennai meeting follows Keerthana’s earlier engagement with HD Hyundai officials in South Korea.
In her Ulsan visit, the minister discussed the proposed shipbuilding project and assured the company that Tamil Nadu would be there to assist in any way. It was also seen as an indication that the state government would keep the momentum going on the project and that Tamil Nadu will remain in touch with one of the largest international organizations working in shipbuilding here.
HD Hyundai also publicly highlighted the importance of the relationship. It said a delegation from Tamil Nadu visited its facilities and discussed mutual cooperation measures, and the state’s overall manufacturing base and port and logistics infrastructure.
Why the Project Matters to Tamil Nadu?
A major shipyard in Thoothukudi could have far-reaching implications beyond shipbuilding. Large-scale shipbuilding projects generally have large networks of suppliers, engineering companies, equipment manufacturers, logistics providers and skilled workers.
So, for Tamil Nadu, the project could support the development of a larger maritime industrial cluster around Thoothukudi as a whole.
The port and port infrastructure in the city and location along important maritime trade routes are strategic advantages as well. If implemented at the proposed scale, the project could be a strategic asset to the state’s drive to diversify its industrial base beyond automobiles, electronics and textiles.
The New Indian Express reported in June that HD Hyundai had expressed eagerness to start development activities at the earliest and the Tamil Nadu government was working to facilitate implementation and clearances.
Chennai meeting Could Reinforce Investment Push
The planned interaction with HD Hyundai representatives in Chennai will provide another opportunity for Tamil Nadu officials and the company to discuss the next steps of cooperation.
Though the outcome of the meeting will be of interest but for sure we can expect continued efforts to translate the proposed shipyard plans into concrete implementation steps.
The state is also trying to attract investments in many sectors and position Tamil Nadu as a preferred place for global companies. Keerthana also had a business meeting with a Kazakhstan delegation (9 September 2026) in Chennai where she explained Tamil Nadu's manufacturing capabilities, infrastructure and investment environment.
For the HD Hyundai project the focus will remain on project execution, infrastructure preparation, regulatory approvals and the timeline for starting construction.

If the Thoothukudi shipyard moves forward as envisioned, it would be an important addition to India’s maritime manufacturing landscape and will be crucial for Tamil Nadu to become a major shipbuilding and marine engineering center for the future.
Chennai meeting with HD Hyundai is therefore important as the state looks to keep the momentum on one of its most closely watched industrial investment proposals.
