Tamil Nadu Chief Minister C Joseph Vijay has announced an ambitious healthcare expansion plan that will see a multi-specialty hospital in Perambur built at an estimated cost of ₹300 crore.
So the state government is putting healthcare infrastructure and affordable medical treatment on the top. Vijay, who represents Perambur in Tamil Nadu Assembly, has also announced to increase health insurance coverage from ₹5 lakh to ₹25 lakh. So families now have much better financial protection against expensive medical treatment.
The proposed hospital will be a major addition to the health infrastructure in Perambur and the surrounding areas of North Chennai. The constituency has seen some development proposals since Vijay became the MLA of the constituency and subsequently became the Chief Minister of the state. There have been plans for a multi-specialty children's hospital and a dialysis centre in the constituency.
The ₹300 crore hospital proposal is especially relevant as a very large multi-specialty facility could provide patients with access to multiple medical departments under one roof. For specialised care, such centres can be very useful for reducing the distance patients should travel in Chennai. Depending on the final design and implementation of the project, the facility might offer advanced diagnostic services, specialist consultations, emergency care and other tertiary healthcare facilities.
As well as the proposed hospital, health insurance coverage to ₹25 lakh is another key element of the healthcare agenda. Vijay’s election manifesto had promised a ₹25 lakh medical insurance card for families, with coverage for major treatments including cancer care, heart surgery, dialysis and robotic surgery. The proposed expansion is a huge step up from the ₹5 lakh annual coverage provided by the Chief Minister’s Comprehensive Health Insurance Scheme in Tamil Nadu.
The current state health insurance programme is designed to cover the treatment of eligible families for expensive medical treatments without the financial burden of the family. Government documents indicate that under its 2022 framework the scheme had a coverage limit of ₹5 lakh per family per year. The programme had a huge network of government and private hospitals and covered lots of procedures. So raising the cover to ₹25 lakh would certainly extend the financial protection available to the eligible beneficiaries.
Healthcare costs can be a huge problem for families when treatment involves long-term hospitalisation, surgery, intensive care or specialised care. A larger insurance limit would reduce the likelihood of families having to rely on their own savings or borrow money to cover major medical expenses. But eligibility standards, covered procedures, hospital networks, reimbursement structures and the overall implementation framework will all be critical in that expansion.
The proposed Perambur hospital is also part of a wider development agenda in the constituency. Since Vijay was elected from Perambur, we have seen some infrastructure and welfare projects proposed for the area. Projects including healthcare, housing, sanitation, drinking water, education and urban development have been outlined in the reports of the constituency and are estimated to be around ₹1,000 crore.
Prior proposals for healthcare-related projects in Perambur MLA Constituency Development Fund have also been made. These included a dialysis unit in Sathyamoorthy Nagar and sports, education, public infrastructure and community facilities. The proposed multi-specialty hospital would add another healthcare project to this development agenda.
The development has immediate repercussions for North Chennai which has long needed to invest in public infrastructure and essential services. A large hospital would improve local access to specialised healthcare and relieve some pressure on existing large government hospitals in the city. With modern equipment and sufficient staff the facility may be a great healthcare centre for Perambur and surrounding areas.
For the government the execution of the proposed project will be in several stages, including land and planning decisions, administrative approval, funding arrangements, construction, medical equipment and hiring of healthcare professionals. The quality and accessibility of the completed facility will ultimately determine its impact on residents.
The proposed insurance expansion will also require detailed implementation measures. Increasing the coverage limit alone is not sufficient to guarantee affordable healthcare access.
Good hospital capacity, transparent insurance procedures, timely approvals and a sufficient network of empanelled hospitals will be important for beneficiaries to actually use the expanded coverage when they need it.
Vijay’s healthcare announcements are therefore a combination of infrastructure building and financial protection. The new ₹300 crore Perambur hospital will increase physical hospital capacity but a ₹25 lakh insurance coverage will help families with major medical care.

Taken together these measures show an approach that is aimed at improving access to health care and the financial cost of it.
Now the government is moving forward with its healthcare plans, we need to consider the full project timeline, funding and implementation plans. For Perambur residents, the multi-specialty hospital might become one of the constituency’s best public healthcare projects and the proposed increase in insurance coverage might have a greater impact across Tamil Nadu if implemented statewide.
