Congress president and Leader of the Opposition in the Rajya Sabha Mallikarjun Kharge on Friday called on Prime Minister Narendra Modi to address the ongoing paper leak issue directly in Parliament, arguing that the matter deserves discussion on the floor of the House rather than through a "one-sided Mann Ki Baat" broadcast.
In the current Parliament session, Kharge said that when both Houses are in session, the Prime Minister should make a formal statement before elected representatives and answer questions from members about the issues affecting students across the country.
Kharge said that several examination paper leaks have created uncertainty for lakhs of students and their families. Parliament is the proper forum for the government to explain its position, outline the steps being taken to prevent future leaks, and respond to questions from the Opposition.
The Congress leader lamented the lack of parliamentary discussion on the issue as the government has not taken a more in-depth look. Public outreach programmes should be on the agenda, but national issues should be addressed in Parliament first, so that we have a forum where people from each political stripe can have a debate and hold the government accountable.
Kharge’s comments come at a time when there are continuing political controversies over examination irregularities and paper leaks in various recruitment and competitive examinations. Opposition parties have demanded greater transparency, more robust examination system security, and accountability for those who have been found to have compromised the integrity of recruitment processes.
The paper leak issue has become a major political issue, and Opposition leaders say that repeated instances have undermined students’ confidence in the competitive exams. The delays, cancellations, and rescheduled tests have put emotional and financial pressure on aspiring students, they say.
The ruling BJP has maintained that the government is committed to protecting the integrity of examinations and has taken measures to curb unfair practices. The Centre has also stated that the legal and technological mechanisms to detect and prevent examination-related fraud are being strengthened.
The Opposition has been in a rush to have the upper hand in Parliament as members have been able to discuss issues such as examination irregularities. The Opposition has been seeking comments from senior ministers and the Prime Minister on issues of national importance, which it feels the government should be concerned about.
Kharge said Parliament serves as the most appropriate place for democratic accountability. He said when the legislature is in session, major public concerns should be addressed inside the House where members can debate government policies and seek clarification directly from the executive.
Political observers say that the demand is part of the Opposition’s broader drive for more parliamentary discussions in governance, education, and employment. The competitive examinations are very important in the careers of millions of young Indians, and so the issue continues to be on the agenda of the public.
As Parliament continues to operate, the extent to which the government will respond to the Opposition's demand for an in-depth discussion about the paper leak will be the focus of the discussion.
