The Union Parliamentary Affairs Minister Kiren Rijiju announced the schedule on Saturday morning, saying that President Droupadi Murmu has approved the government's recommendation to convene the session.

In a statement made on X, Rijiju said that the Monsoon Session would provide an opportunity for “meaningful debate, discussion and decisions on issues of national importance”.

The session comes at a politically significant time as recent developments will most likely affect the composition of Parliament. Internal divisions of the Trinamool Congress (TMC), the growing differences between DMK and the Congress and the reported exit of MPs from the Uddhav Thackeray-led Shiv Sena will all play a role in the parliamentary dynamics.

The ruling National Democratic Alliance (NDA) will increase the number of members in both Houses and the Opposition INDIA bloc will see a reduction in the strength of the grouping after political changes.

One of the key developments during the session will be decisions of Lok Sabha Speaker Om Birla on merger petitions. The Speaker is expected to rule on the proposed merger of 20 rebel Trinamool Congress MPs with the National Congress Party of India (NCPI). He is also likely to decide on the merger of six MPs from the Uddhav Thackeray faction of Shiv Sena with Eknath Shinde's Shiv Sena.

Political developments in Tamil Nadu are also likely to take place during the session. As the Congress party is affiliated with Tamilaga Vettri Kazhagam (TVK), DMK has asked for some fresh seating arrangements in Lok Sabha to be taken care of in the session and that they are not seated in the same category as Congress MPs' seats.

Major Bills likely to be Introduced

The government's legislative agenda for the Monsoon Session is expected to be extensive and some of the most important bills are likely to be introduced or revisited.

Among the most heavily watched is the One Nation, One Election Bill which seeks to synchronise elections to Lok Sabha and state legislative assemblies. It is a centre-wide reform effort, and it should be a very popular one, and will continue to spark much debate among the parties.

Another key initiative will probably be introduced in the 130th Constitution Amendment Bill, which aims to remove the Prime Minister, Chief Ministers and Ministers automatically if they are held in detention or judicial custody for 30 days in serious criminal offences.

The government is also expected to focus on the 131st Constitution Amendment Bill on women's reservation and delimitation which did not get passed in the previous Parliament session.

In addition, Parliament could take up some other important legislative proposals, such as

  • The Foreign Contribution Regulation Act (FCRA) Amendment Bill.
  • The Viksit Bharat Shiksha Adhishthan Bill.
  • The Anti-Doping Bill. Legislation to replace the ordinance increasing the sanctioned strength of Supreme Court judges.
  • Bills on the Code on Wages Central Rules, Corporate Law and the Securities Market Code.

With a packed legislative calendar and major political changes across many opposition parties, the Monsoon Session will be one of the most closely watched parliamentary sittings of the year. Apart from legislative business, there are likely to be heated debates on national issues and changing political equations over the course of the 19 sittings.
